Amends the Children and Family Services Act. Provides that no facility authorized by the Department of Children and Family Services to provide temporary residential shelter services to wards of the Department shall permit any child under the age of 18 to leave the facility for any period of time prior to the child's complete discharge from the temporary shelter program, unless the child is accompanied by a responsible adult or the facility authorizes the child to leave the facility for a particular purpose. Requires the Department to adopt any rules necessary to implement this provision. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Children and Family Services Act is amended |
5 | | by adding Section 4c as follows: |
6 | | (20 ILCS 505/4c new) |
7 | | Sec. 4c. Youth shelters; program restrictions. No facility |
8 | | authorized by the Department to provide temporary residential |
9 | | shelter services to wards of the Department shall permit any |
10 | | child under the age of 18 to leave the facility for any period |
11 | | of time prior to the child's complete discharge from the |
12 | | temporary shelter program, unless the child is accompanied by a |
13 | | responsible adult or the facility authorizes the child to leave |
14 | | the facility for a particular purpose. The Department shall |
15 | | adopt any rules necessary to implement this Section.

16 | | Section 99. Effective date. This Act takes effect upon |
17 | | becoming law.
