2 | | AMENDMENT NO. ______. Amend House Bill 1048 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. If and only if Senate Bill 44 of the 99th

5 | | General Assembly becomes law in the form in which it passed |
6 | | both houses on May 30, 2015, then the Unmanned Aerial System |
7 | | Oversight Task Force Act is amended by changing Section 15 as |
8 | | follows:

10 | | Sec. 15. The Unmanned Aerial System Task Force.
|
11 | | (a) There is hereby created the Unmanned Aerial System |
12 | | Oversight Task Force to study and make recommendations for the |
13 | | operation, usage, and regulation of Unmanned Aerial Systems, |
14 | | commonly referred to as "drone" technology, within this State.
|
15 | | (b) Within 90 days after the effective date of this Act |
16 | | members of the Task Force shall be appointed by the Governor |

1 | | and shall consist of one member from each of the following |
2 | | agencies or interest groups:
|
3 | | (1) a member of the Division of Aeronautics of the |
4 | | Department of Transportation, nominated by the Secretary |
5 | | of Transportation;
|
6 | | (2) a member of the Department of State Police, |
7 | | nominated by the Director of State Police;
|
8 | | (3) a Conservation Police officer of the Department of |
9 | | Natural Resources, nominated by the Director of Natural |
10 | | Resources;
|
11 | | (4) a member of the Department of Agriculture, |
12 | | nominated by the Director of Agriculture;
|
13 | | (5) a member of the Department of Commerce and Economic |
14 | | Opportunity, nominated by the Director of Commerce and |
15 | | Economic Opportunity;
|
16 | | (6) a UAS technical commercial representative;
|
17 | | (7) a UAS manufacturing industry representative;
|
18 | | (8) a person nominated by the Attorney General;
|
19 | | (9) a member of the Illinois Conservation Police Lodge, |
20 | | nominated by the president of the Lodge;
|
21 | | (10) a member of a statewide sportsmen's federation, |
22 | | nominated by the president of the federation;
|
23 | | (11) a member of a statewide agricultural association, |
24 | | nominated by the president of the association; |
25 | | (12) a member of a statewide commerce association, |
26 | | nominated by the president or executive director of the |

1 | | association;
|
2 | | (13) a person nominated by an electric utility company |
3 | | serving retail customers in this State; |
4 | | (14) a member of the Illinois National Guard, nominated |
5 | | by the Adjutant General; |
6 | | (15) a member of a statewide retail association, |
7 | | nominated by the president of the association;
|
8 | | (16) a member of a statewide manufacturing trade |
9 | | association, nominated by the president or chief executive |
10 | | officer of the association; |
11 | | (17) a member of a statewide property and casualty |
12 | | insurance association, nominated by the president or chief |
13 | | executive officer of the association; |
14 | | (18) a member of a statewide association representing |
15 | | real estate brokers licensed in this State, nominated by |
16 | | the president of the association; |
17 | | (19) a member of a statewide surveying association, |
18 | | nominated by the president of the association;

19 | | (20) a law enforcement official from a municipality |
20 | | with a population of 2 million or more inhabitants, |
21 | | nominated by the mayor of the municipality;
|
22 | | (21) a law enforcement official from a municipality |
23 | | with a population of less than 2 million inhabitants, |
24 | | nominated by a statewide police chiefs association; and |
25 | | (22) a member of a statewide freight railroad |
26 | | association, nominated by the president of the |

1 | | association. |
2 | | (b-5) Within 90 days after the effective date of this Act, |
3 | | 8 members of the Task Force shall also be appointed by the |
4 | | General Assembly, with 2 members appointed by the Speaker of |
5 | | the House of Representatives and 2 members appointed by the |
6 | | Minority Leader of the House of Representatives, and 2 members |
7 | | appointed by the President of the Senate and 2 members |
8 | | appointed by the Minority Leader of the Senate. |
9 | | (c) Nominations to the Task Force must be submitted to the |
10 | | Governor within 60 days of the effective date of this Act. The |
11 | | Governor shall make the appointments within 30 days after the |
12 | | close of nominations. The term of the appointment shall be |
13 | | until submission of the report of comprehensive |
14 | | recommendations under subsection (g) of this Section. The |
15 | | member from the Division of Aeronautics of the Department of |
16 | | Transportation shall chair the Task Force and serve as a |
17 | | liaison to the Governor and General Assembly. Meetings of the |
18 | | Task Force shall be held as necessary to complete the duties of |
19 | | the Task Force. Meetings of the Task Force shall be held in the |
20 | | central part of the State.
|
21 | | (d) The members of the Task Force shall receive no |
22 | | compensation for serving as members of the Task Force.
|
23 | | (e) The Task Force shall consider commercial and private |
24 | | uses of drones, landowner and privacy rights, as well as |
25 | | general rules and regulations for safe operation of drones, and |
26 | | prepare comprehensive recommendations for the safe and lawful |

1 | | operation of UAS in this State.
|
2 | | (f) The Department of Transportation shall provide |
3 | | administrative support to the Task Force. |
4 | | (g) The Task Force shall submit a report with |
5 | | recommendations to the Governor and General Assembly no later |
6 | | than July 1, 2016.

8 | | Section 99. Effective date. This Act takes effect upon |
9 | | becoming law or on the date Senate Bill 44 of the 99th General |
10 | | Assembly takes effect, whichever is later.".
