2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Mabel Charlene (nee Meisenheimer) Gill of | ||||||
4 | Godfrey, who passed away on December 13, 2013; and
| ||||||
5 | WHEREAS, Mabel Gill was born on July 3, 1924 in Alton to | ||||||
6 | Charles and Mable Dehne Meisenheimer; she was educated in | ||||||
7 | Brighton public schools and attended Shurtleff College, | ||||||
8 | Washington University in St. Louis, Southern Illinois | ||||||
9 | University, and Tarkio College; she earned a Bachelor of Arts | ||||||
10 | with a concentration in Management; she married Fred L. Gill on | ||||||
11 | February 3, 1946 at Brighton St. Paul Methodist Episcopal | ||||||
12 | Church; and
| ||||||
13 | WHEREAS, Mabel Gill worked as a photogrammetrist and | ||||||
14 | supervisory cartographer from 1948 until 1980; she started her | ||||||
15 | career at the United States Air Force's Aeronautical Chart | ||||||
16 | Plant (later the United States Air Force Aeronautical Chart and | ||||||
17 | Information Center) in St. Louis, first as a photogrammetric | ||||||
18 | aide, later becoming the first female supervisor in her | ||||||
19 | department; she retired in 1980 as Program Manager from the | ||||||
20 | Program, Plans, and Operations of the Defense Mapping Agency | ||||||
21 | Aerospace Center, where she was the first Federal Woman's | ||||||
22 | Program Manager; for 5 years, she was the newsletter editor of | ||||||
23 | the Photogrammetric Engineering Journal of the American |

1 | Society of Photogrammetry; and
| ||||||
2 | WHEREAS, Mabel Gill had a passion for history which led her | ||||||
3 | to be a co-founder of the Alton Museum of History and Art; she | ||||||
4 | was instrumental in the museum's success, volunteering there | ||||||
5 | for 42 years and eventually becoming President Emeritus; she | ||||||
6 | was the founder of the Arsenal '76 Chapter of Federally | ||||||
7 | Employed Women, President of the St. Louis Zonta Club, | ||||||
8 | President of the American Society of Photogrammetry, board | ||||||
9 | member of the National Conference Center since 1979, founder of | ||||||
10 | the Missouri Women's Network in 1982, Co-Chair of the Equal | ||||||
11 | Rights Amendment Caucus, and Chair of the Shake Hands with | ||||||
12 | History Committee; she authored several books for the Alton | ||||||
13 | Museum; and
| ||||||
14 | WHEREAS, Mabel Gill served as President of the Alton | ||||||
15 | Women's Council and the Alton Area Historical Society, helped | ||||||
16 | form 2 Toastmasters International Clubs in St. Louis, and was | ||||||
17 | one of the first women to be an Area Governor of the | ||||||
18 | Toastmasters; she also served as the Grand Marshal of the Alton | ||||||
19 | Memorial Day Parade; her accolades include the Young Women's | ||||||
20 | Christian Association's Woman of Distinction Award, 100 Women | ||||||
21 | of Substance, the Studs Terkel Humanities Award, and the | ||||||
22 | National Society of the Daughters of the American Revolution's | ||||||
23 | Historic Preservation Medal, among many others; she is listed | ||||||
24 | in "Who's Who in the Midwest" and "Who's Who of American |

1 | Women"; and | ||||||
2 | WHEREAS, Mabel Gill was preceded in death by her parents; | ||||||
3 | her husband, Fred; her daughter-in-law, Ann Gill; her | ||||||
4 | granddaughter, Kathie Smith; and her sisters, Melba and Viola; | ||||||
5 | and
| ||||||
6 | WHEREAS, Mable Gill is survived by her sons, Charles Gill | ||||||
7 | and Frederic "Rick" (Laura) Gill; those she helped raise, Vicki | ||||||
8 | Winchester, Bette (Steven) Paul, Douglas (Paula) Miller, Debra | ||||||
9 | (Frank) Herrera, Bruce (Vickie) Miller, and Becki (Randy) | ||||||
10 | Rhyne; and numerous nieces, nephews, grandchildren, and | ||||||
11 | great-grandchildren; therefore, be it

12 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
13 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
14 | Mabel Charlene Gill, and extend our sincere condolences to her | ||||||
15 | family, friends, and all who knew and loved her; and be it | ||||||
16 | further

17 | RESOLVED, That a suitable copy of this resolution be | ||||||
18 | presented to the family of Mabel Gill as an expression of our | ||||||
19 | deepest sympathy.
