|
2 | | WHEREAS, Emergency responders are constantly placed in |
3 | | danger while performing their duties, both from the dangerous |
4 | | conditions of their work and the hazardous locations where |
5 | | incidents occur; and
|
6 | | WHEREAS, On March 5, 2013, Hudson Community Fire Protection |
7 | | District volunteer firefighter Chris Brown was struck and |
8 | | killed by a motorist while working at the scene of a motor |
9 | | vehicle collision; and |
10 | | WHEREAS, On October 30, 2013, Pontiac Police
Department K9 |
11 | | Officer Casey Kohlmeier was struck and killed by a drunk driver |
12 | | while performing his duties on Interstate 55; and |
13 | | WHEREAS, Many other emergency responders have been killed, |
14 | | injured, or placed in needless danger by similar incidents; and
|
15 | | WHEREAS, More comprehensive solutions are required to |
16 | | ensure that emergency responders are able to safely perform the |
17 | | vital duties they carry out for the citizens of our State; |
18 | | therefore, be it

19 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL |
20 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |

1 | | CONCURRING HEREIN, that there is created the Emergency |
2 | | Responder Roadway Safety Task Force to identify and recommend |
3 | | ways that the State of Illinois can increase the safety of |
4 | | emergency responders while they perform their duties; and be it |
5 | | further
|
6 | | RESOLVED, That the Task Force shall consist of the |
7 | | following members: one member appointed by the Speaker of the |
8 | | House of Representatives; one member appointed by the Minority |
9 | | Leader of the House of Representatives; one member appointed by |
10 | | the President of the Senate; one member appointed by the |
11 | | Minority Leader of the Senate; 2 members appointed by the |
12 | | Secretary of the Illinois Department of Transportation, one of |
13 | | which must be currently employed as a highway maintainer with |
14 | | the Illinois Department of Transportation; one member |
15 | | appointed by the Director of the Illinois State Police; one |
16 | | police officer from a county with a population of less than |
17 | | 60,000 citizens appointed by the Director of the Illinois |
18 | | Emergency Management Agency; one police officer from a county |
19 | | with a population between 60,000 and 1,000,000 citizens |
20 | | appointed by the Director of the Illinois Emergency Management |
21 | | Agency; one police officer from a county with a population of |
22 | | more than 1,000,000 citizens appointed by the Director of the |
23 | | Illinois Emergency Management Agency; one firefighter from a |
24 | | county with a population of less than 60,000 citizens appointed |
25 | | by the Director of the Illinois Emergency Management Agency; |

2 | | and 1,000,000 citizens appointed by the Director of the |
3 | | Illinois Emergency Management Agency; one firefighter from a |

5 | | appointed by the Director of the Illinois Emergency Management |
6 | | Agency; one emergency medical services personnel from a county |
7 | | with a population of less than 60,000 citizens appointed by the |
8 | | Director of the Illinois Emergency Management Agency; one |
9 | | emergency medical services personnel from a county with a |
10 | | population between 60,000 and 1,000,000 citizens appointed by |
11 | | the Director of the Illinois Emergency Management Agency; and |
12 | | one emergency medical services personnel from a county with a |
13 | | population of more than 1,000,000 citizens appointed by the |
14 | | Director of the Illinois Emergency Management Agency; the |
15 | | members of the Task Force shall select a chairperson at the |
16 | | initial meeting; and be it further |
17 | | RESOLVED, That the Illinois Emergency Management Agency |
18 | | shall provide administrative and other support to the Task |
19 | | Force; and be it further |
20 | | RESOLVED, That the members of the Task Force shall serve |
21 | | without compensation; and be it further |
22 | | RESOLVED, That the Task Force shall submit a report of its |
23 | | findings and recommendations to the General Assembly no later |
