1 | | SENATE JOINT RESOLUTION
|
2 | | WHEREAS, In 2010, the State of Illinois enacted a new set |
3 | | of pension benefits for public employees in State-funded |
4 | | pension systems; and
|
5 | | WHEREAS, Public employees hired after January 1, 2011 are |
6 | | commonly referred to as "Tier 2" members; and
|
7 | | WHEREAS, These Tier 2 members include faculty and |
8 | | professional staff at institutions of higher education |
9 | | throughout the State of Illinois; and |
10 | | WHEREAS, These university faculty and professional staff |
11 | | do not receive Social Security and many pension experts believe |
12 | | that these Tier 2 benefits do not provide a pension that is at |
13 | | least equal to that federal program; and
|
14 | | WHEREAS, It is essential that the State of Illinois provide |
15 | | a benefit and pay package that will attract the most talented |
16 | | and ambitious university faculty and professional staff in the |
17 | | country to our institutions of higher education; and
|
18 | | WHEREAS, These benefits have been in effect for newly hired |
19 | | university faculty and professional staff for over 2 years, |
20 | | with no study of how this has impacted recruitment and |
|

1 | | retention in institutions of higher education in Illinois; and
|
2 | | WHEREAS, It is appropriate for the General Assembly to |
3 | | study the impact of these benefits on the State's ability to |
4 | | provide the best university faculty and professional staff for |
5 | | our students; therefore, be it
|
6 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL |
7 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |
8 | | CONCURRING HEREIN, that the "University Faculty and |
9 | | Professional Staff Recruiting and Retention Task Force" is |
10 | | created to study the impact of Tier 2 pension benefits on the |
11 | | ability of institutions of higher education to recruit and |
12 | | retain university faculty and professional staff to our |
13 | | institutions of higher education; and be it further

14 | | RESOLVED, That the Task Force shall consist of one member |
15 | | appointed by the Governor, who shall serve as chair of the Task |
16 | | Force; 2 members of the House of Representatives appointed by |
17 | | the Speaker of the House; 2 members of the House of |
18 | | Representatives appointed by the Minority Leader of the House; |
19 | | 2 members of the Senate appointed by the President of the |
20 | | Senate; 2 members of the Senate appointed by the Minority |
21 | | Leader of the Senate; one member from the University of |
22 | | Illinois appointed by the Board of Trustees; 2 members from 2 |
23 | | other public four-year universities appointed by their boards |

1 | | of trustees or equivalent; one member appointed from Illinois |
2 | | Community Colleges; and 2 members appointed each from separate |
3 | | unions representing university faculty and professional staff; |
4 | | and be it further |
5 | | RESOLVED, That the Task Force shall be provided technical |
6 | | and staffing support by the Commission on Government and |
7 | | Financial Accountability; and be it further |
8 | | RESOLVED, That the State Universities Retirement System |
9 | | shall provide all necessary support to the Task Force in |
10 | | coordination with COGFA; and be it further |
11 | | RESOLVED, That the Task Force shall report its findings to |
12 | | the Governor and the General Assembly on or before January 1, |
13 | | 2014.
