1 | AN ACT concerning education.

2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 1. Short title. This Act may be cited as the | ||||||
5 | Illinois Small Business and Workforce Development Task Force | ||||||
6 | Act. | ||||||
7 | Section 5. Illinois Small Business and Workforce | ||||||
8 | Development Task Force. The Illinois Small Business and | ||||||
9 | Workforce Development Task Force is created as a 17-member Task | ||||||
10 | Force. Four members of the Task Force shall be appointed by | ||||||
11 | each legislative leader. One of the appointees by each | ||||||
12 | legislative leader shall be a person representing small | ||||||
13 | business, one of the appointees shall be a person representing | ||||||
14 | labor, and 2 of the appointees shall be members of the General | ||||||
15 | Assembly. Members of the Task Force shall receive no | ||||||
16 | compensation, but may be reimbursed for their expenses from | ||||||
17 | appropriations available for that purpose. The Chairperson of | ||||||
18 | the University of Illinois Board of Trustees or his or her | ||||||
19 | designee shall be the chairperson of the Task Force. The Task | ||||||
20 | Force shall meet at the call of the Chair. Each Task Force | ||||||
21 | member shall have a 2-year term. A legislative leader may | ||||||
22 | appoint a replacement member upon the death, disability, or | ||||||
23 | resignation of any member appointed by that leader. |

1 | Section 10. Administrative support. The University of | ||||||
2 | Illinois shall provide administrative support to the Task | ||||||
3 | Force. | ||||||
4 | Section 15. Task Force duties. The Task Force shall | ||||||
5 | identify issues of importance to small business that may be | ||||||
6 | addressed by the 98th General Assembly and future General | ||||||
7 | Assemblies. The Task Force shall make recommendations | ||||||
8 | regarding the issues identified. The issues and | ||||||
9 | recommendations shall address access to capital, State | ||||||
10 | procurement policies, State regulatory policies, program | ||||||
11 | sustainability, and workforce concerns.

12 | Section 20. Findings and recommendations. By November 30, | ||||||
13 | 2013, and by November 30 of every year thereafter, the Task | ||||||
14 | Force shall submit a report to the General Assembly setting | ||||||
15 | forth its findings and recommendations. The requirement for | ||||||
16 | reporting to the General Assembly shall be satisfied by filing | ||||||
17 | copies of the report with the Speaker, Minority Leader, and | ||||||
18 | Clerk of the House of Representatives, the President, Minority | ||||||
19 | Leader, and Secretary of the Senate, and the Legislative | ||||||
20 | Research Unit as required under Section 3.1 of the General | ||||||
21 | Assembly Organization Act.

22 | Section 97. Repeal. This Act is repealed January 1, 2017.
