2 | WHEREAS, H.R. 3708, currently under consideration in the | ||||||
3 | United States House of Representatives, seeks to abolish the | ||||||
4 | burdensome and outdated third-class medical certificate | ||||||
5 | currently required for thousands of pilots who fly | ||||||
6 | recreationally; and
| ||||||
7 | WHEREAS, 60,000 pilots have left the aviation industry over | ||||||
8 | the last decade, many due to the onerous and costly process of | ||||||
9 | attaining a third-class medical certificate; and
| ||||||
10 | WHEREAS, The General Aviation Pilot Protection Act, | ||||||
11 | contained within H.R. 3708, would require pilots who fly | ||||||
12 | recreationally to hold a valid driver's license in lieu of an | ||||||
13 | expensive third-class medical certificate and operate under | ||||||
14 | specific limitations; and
| ||||||
15 | WHEREAS, The General Aviation Pilot Protection Act has the | ||||||
16 | potential to grow the pilot population in the United States by | ||||||
17 | significantly lowering a major barrier for prospective pilots, | ||||||
18 | while also upholding high safety standards; and
| ||||||
19 | WHEREAS, The General Aviation Pilot Protection Act would | ||||||
20 | allow pilots who make non-commercial visual flight rules | ||||||
21 | flights in aircraft weighing up to 6,000 pounds with no more |

1 | than 6 seats to be exempt from the third-class medical | ||||||
2 | certification process; and
| ||||||
3 | WHEREAS, The General Aviation Pilot Protection Act would | ||||||
4 | allow pilots who are exempt from the third-class medical | ||||||
5 | certification process to carry up to 5 passengers, fly at | ||||||
6 | altitudes below 14,000 feet mean sea level, and fly no faster | ||||||
7 | than 250 knots; and
| ||||||
8 | WHEREAS, In addition to allowing pilots to operate common | ||||||
9 | general aviation aircraft for recreational flying without a | ||||||
10 | third-class medical certificate, the bill directs the Federal | ||||||
11 | Aviation Administration to prepare and send a report to | ||||||
12 | Congress detailing the impact of the bill's passage on general | ||||||
13 | aviation safety within 5 years of the bill's enactment; and
| ||||||
14 | WHEREAS, Aviation groups have regularly petitioned the | ||||||
15 | Federal Aviation Administration for medical certification | ||||||
16 | updates and changes, yet the Federal Aviation Administration | ||||||
17 | has refused to move on such requests, despite overwhelming | ||||||
18 | encouragement from the general aviation community and its | ||||||
19 | agencies; and
| ||||||
20 | WHEREAS, The Federal Aviation Administration has announced | ||||||
21 | recently it will consider altering the pilot requirements in | ||||||
22 | certain circumstances through a study called the "Private Pilot |

1 | Privileges without a Medical Certificate" project; and
| ||||||
2 | WHEREAS, The general aviation community has long supported | ||||||
3 | this action, due to its ability to maintain safety, reduce | ||||||
4 | costs for pilots and the federal government, and allow people | ||||||
5 | to pursue the unique freedom of flight in the same way they can | ||||||
6 | pursue other powered recreational activities; therefore, be it
| ||||||
7 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
8 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
9 | we encourage the members of Congress to support H.R. 3708 in | ||||||
10 | order to afford greater access to aviation for prospective | ||||||
11 | pilots; and be it further
| ||||||
12 | RESOLVED, That suitable copies of this resolution be | ||||||
13 | delivered to the members of the Illinois congressional | ||||||
14 | delegation.
