2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of Judge |
4 | | Richard Jay Elrod of Lincolnwood, who passed away on April 19, |
5 | | 2014; and
|
6 | | WHEREAS, Judge Elrod was born in Chicago on February 17, |
7 | | 1934; he attended Riverside Military Academy in Gainesville, |
8 | | Georgia from 1947 to 1951, where he was an all-star football |
9 | | player; he graduated from Northwestern University, where he |
10 | | also played football, in 1955 with a degree in Political |
11 | | Science; he married Marilyn later that same year; he received |
12 | | his Juris Doctor in 1958 from Northwestern University Law |
13 | | School; and
|
14 | | WHEREAS, Judge Elrod had a long career of public service; |
15 | | his experience includes: Assistant Corporation Counsel for the |
16 | | City of Chicago from 1958 to 1960, Chief City Prosecutor for |
17 | | the City of Chicago from 1965 to 1970, Illinois State |
18 | | Representative from 1969 to 1970, Sheriff of Cook County from |
19 | | 1970 to 1986, Senior Assistant Attorney General from 1986 to |
20 | | 1988, and Circuit Court of Cook County Judge starting August of |
21 | | 1988; and
|
22 | | WHEREAS, Judge Elrod's bar association, civic, and |
|

1 | | charitable work was extensive; some of the organizations for |
2 | | which he has served include: the Jewish Judges Association of |
3 | | Illinois, the Center for Disability

5 | | (President), the Chicago Bar Association, the National Council |
6 | | Boy Scouts of
America, the Safer/Pace Foundation, the Grand |
7 | | Lodge of Masons of Illinois (33rd Degree),
State of Israel |
8 | | Bonds (Chairman), the B'nai B'rith Council of Greater Chicago, |
9 | | the Decalogue Society of Lawyers, and the Medinah Shrine Police |

Committee; and

11 | | WHEREAS, Judge Elrod received numerous special |
12 | | recognitions, including an appointment by President Ronald |
13 | | Reagan to serve on the United States
President's Child Safety |
14 | | Partnership (1986), the American Board of Trial Advocates'

15 | | Lifetime Achievement Award (2011), The Decalogue Society of |
16 | | Lawyers - Man of the Year (2012) recognition, and Mayor Richard |
17 | | J. Daley's Chicago Police Medal of Honor (1978); he received |
18 | | the National Institute of Municipal Law Officers - Man of the |
19 | | Year (1985) Award, the Disabled American Veterans - Meritorious |
20 | | Service Award (2005), the Hebrew University of Jerusalem Award, |
21 | | the Illinois Security Chiefs Association - Outstanding Service |
22 | | Award, the Chicago Bar Association - Bench and Bar Committee's |
23 | | Outstanding Service
Award, the Medinah Shriners - Community |
24 | | Service Award, the Chicago Association of Commerce and Industry - |

5 | | WHEREAS, Judge Elrod is survived by his wife of 58 years, |
6 | | Marilyn; his children, Steven Elrod, Donna Elrod, Audrey Lakin, |
7 | | and Ron Lakin; and his grandchildren, Elizabeth Mollen, Russell |
8 | | Mollen, Daniel Elrod, David Lakin, and Lauren Lakin; therefore, |
9 | | be it |
10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
11 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
12 | | we mourn the passing of Judge Richard Jay Elrod, and extend our |
13 | | sincere condolences to his family, friends, and all who knew |
14 | | and loved him; and be it further

15 | | RESOLVED, That a suitable copy of this resolution be |
16 | | presented to the family of Judge Elrod as an expression of our |
17 | | deepest sympathy.
