2 | WHEREAS, The "shutdown" of the federal government is having | ||||||
3 | a negative impact upon the United States economy between Wall | ||||||
4 | Street and the State of Illinois; and
| ||||||
5 | WHEREAS, An estimated 800,000 federal employees have been | ||||||
6 | sent home without pay, resulting in a daily economic daily loss | ||||||
7 | of $300 million; and
| ||||||
8 | WHEREAS, According to the Leadership Council Southwestern | ||||||
9 | Illinois in Edwardsville, the direct economic loss to the Metro | ||||||
10 | East region is $855,000 daily from the furloughing of 3,000 | ||||||
11 | workers at Scott Air Force Base; and
| ||||||
12 | WHEREAS, The Chicagoland area has an estimated 40,000 | ||||||
13 | federal employees who have been furloughed during the | ||||||
14 | "shutdown"; and
| ||||||
15 | WHEREAS, Examples of the effects of the federal "shutdown" | ||||||
16 | include the loss of the funding cushion in Cook County for the | ||||||
17 | Special Supplemental Nutrition Program for Women, Infants, and | ||||||
18 | Children, the closing of national parks, reductions in the | ||||||
19 | funding of Veterans' Affairs programs, such as disability | ||||||
20 | payments and the GI Bill, the loss of payments to the federal | ||||||
21 | work-study program and Perkins Loan Programs, the furloughing |

1 | of safety inspectors at the Federal Aviation Administration, | ||||||
2 | and the halting of most food and drug safety inspections by the | ||||||
3 | Food and Drug Administration; and
| ||||||
4 | WHEREAS, The State of Illinois is also seeing an impact | ||||||
5 | regarding the federal funds in its State budget, such as | ||||||
6 | furloughed employees at various State agencies, such as the | ||||||
7 | Illinois Department of Employment Security and the Illinois | ||||||
8 | Department of Human Services, human service programs being | ||||||
9 | funded with reserve payments only, and economic development and | ||||||
10 | business development grants being funded for a month, with the | ||||||
11 | future service funds being uncertain while the "shutdown" | ||||||
12 | exists; therefore, be it
| ||||||
13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
14 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
15 | we show our support for the addition, via amendment to the | ||||||
16 | United States Constitution or other measures, of a double | ||||||
17 | dissolution procedure that is similar to the process in the | ||||||
18 | Australian Constitution to resolve deadlocks where the | ||||||
19 | dissolution of both parliament chambers is called and a full | ||||||
20 | election is held; and be it further

21 | RESOLVED, That we urge the United States Senate and the | ||||||
22 | United States House of Representatives to conclude the federal | ||||||
23 | "shutdown" for the people of this great nation.
