2 | WHEREAS, The 32nd Representative District ranks in the top | ||||||
3 | 3 of Representative Districts reporting incidents of violent | ||||||
4 | crimes; and
| ||||||
5 | WHEREAS, The boundaries of the 32nd Representative | ||||||
6 | District are generally in the inner city of Chicago spanning to | ||||||
7 | the southwest suburbs of Burbank, Bridgeview, Hickory Hills, | ||||||
8 | and Justice, Illinois; and | ||||||
9 | WHEREAS, The Chicago Police Department statistics indicate | ||||||
10 | that portions of the city, within the 32nd Representative | ||||||
11 | District, including the Chicago Police Department 7th | ||||||
12 | District's Englewood community and 3rd District's Park Manor | ||||||
13 | neighborhood, are some of the most violent communities in the | ||||||
14 | City of Chicago; and | ||||||
15 | WHEREAS, From January through September 22, 2013 within the | ||||||
16 | Englewood community there have been 33 murders and 24 murders | ||||||
17 | surrounding the Park Manor neighborhood according to the | ||||||
18 | Chicago Police Department's crime portal; and | ||||||
19 | WHEREAS, Residents of the 32nd Representative District of | ||||||
20 | the State of Illinois have petitioned to have the State of | ||||||
21 | Illinois enter into an Intergovernmental Cooperative Agreement |

1 | with the City of Chicago to deploy the Illinois Department of | ||||||
2 | State Police to patrol certain boundaries of the 32nd | ||||||
3 | Representative District of the State of Illinois, for a | ||||||
4 | reasonable period of time; and | ||||||
5 | WHEREAS, There are over 600 signatories to the petition who | ||||||
6 | are all registered voters in the 32nd District within those | ||||||
7 | boundaries; and | ||||||
8 | WHEREAS, Section 16 of the State Police Act (20 ILCS | ||||||
9 | 2610/16) gives officers of the Department of State Police | ||||||
10 | statewide jurisdiction, consequently, Illinois State Police | ||||||
11 | officers can enforce the laws of the State of Illinois anywhere | ||||||
12 | within its boundaries in cooperation with local officers; and | ||||||
13 | WHEREAS, The City of Chicago is willing and authorized to | ||||||
14 | make an official request for assistance to the Department of | ||||||
15 | State Police, through an Intergovernmental Cooperative | ||||||
16 | Agreement, to have Illinois State Police Officers patrol areas | ||||||
17 | within the 32nd Representative District; and | ||||||
18 | WHEREAS, Subsection (c) of Section 10 of Article VII of the | ||||||
19 | Constitution of the State of Illinois dealing with Local | ||||||
20 | Government and Intergovernmental Cooperation states that "The | ||||||
21 | State shall encourage intergovernmental cooperation and use | ||||||
22 | its technical and financial resources to assist |

1 | intergovernmental activities"; and | ||||||
2 | WHEREAS, The Illinois State Police have been patrolling | ||||||
3 | expressways in Chicago for over 25 years, under a November 1985 | ||||||
4 | Intergovernmental Cooperative Agreement entered into by | ||||||
5 | Governor James Thompson and Mayor Harold Washington; and | ||||||
6 | WHEREAS, The Intergovernmental Cooperative Agreement | ||||||
7 | allows the State to sell State Lottery tickets at 6 designated | ||||||
8 | kiosks at Chicago O'Hare International Airport and | ||||||
9 | subsequently at Midway International Airport, in exchange for | ||||||
10 | State Police patrolling expressways in the city, including the | ||||||
11 | Dan Ryan Expressway, at no additional cost to the City or | ||||||
12 | State; and | ||||||
13 | WHEREAS, The Dan Ryan Expressway is that portion of I-94 | ||||||
14 | located in the City of Chicago spanning from 95th Street to | ||||||
15 | Roosevelt Road; and | ||||||
16 | WHEREAS, The Dan Ryan Expressway travels through the 32nd | ||||||
17 | District one linear mile from 67th Street to 76th Street; and | ||||||
18 | WHEREAS, Within the 32nd Representative District lies | ||||||
19 | Halsted Street one mile west of the Dan Ryan Expressway and | ||||||
20 | Cottage Grove Avenue one mile east of the Dan Ryan Expressway; | ||||||
21 | which encompasses the community of Englewood and Park Manor |

1 | neighborhood; and
| ||||||
2 | WHEREAS, Consistent with the 1985 Intergovernmental | ||||||
3 | Cooperative Agreement, the State of Illinois has generated | ||||||
4 | $4,939,990 in Fiscal Year 2013 from lottery sales at Chicago | ||||||
5 | O'Hare International Airport and $696,776 in Fiscal Year 2013 | ||||||
6 | from lottery sales at Midway International Airport; and | ||||||
7 | WHEREAS, The State of Illinois has generated additional | ||||||
8 | monies for fines imposed on drivers operating along Chicago | ||||||
9 | expressways; and
| ||||||
10 | WHEREAS, The State of Illinois receives monies by the | ||||||
11 | imposition of fines and penalties for those improperly | ||||||
12 | operating motor vehicles on the Dan Ryan Expressway between | ||||||
13 | 67th Street and 76th Street; and | ||||||
14 | WHEREAS, The State of Illinois derives financial profits | ||||||
15 | directly from the Illinois Lottery kiosks located at O'Hare and | ||||||
16 | Midway Airports; and | ||||||
17 | WHEREAS, The Illinois State Lottery is managed by Northstar | ||||||
18 | Lottery Group which exponentially surpassed the past years | ||||||
19 | goals of the Illinois Lottery, thereby deriving substantial | ||||||
20 | profits for the Illinois State Lottery; and |

1 | WHEREAS, It will not be a financial burden on the State of | ||||||
2 | Illinois for the Illinois State Police to expand its patrol | ||||||
3 | area, solely from the Dan Ryan Expressway between 67th Street | ||||||
4 | and 76th Street one linear mile east and one linear mile west, | ||||||
5 | to support efforts at combating violent crime in the State of | ||||||
6 | Illinois; and | ||||||
7 | WHEREAS, Over 600 registered voters within the 2 mile | ||||||
8 | rectangular radius of the Dan Ryan Expressway between 67th | ||||||
9 | Street and 76th Street have signed a petition imploring the | ||||||
10 | Governor of the State of Illinois to dispatch the Illinois | ||||||
11 | State Police to that specific area within the 32nd | ||||||
12 | Representative District; and | ||||||
13 | WHEREAS, Over 600 residents of the 32nd District have | ||||||
14 | stated that they are in immediate need of assistance and relief | ||||||
15 | in the efforts to combat violent crime in the State of | ||||||
16 | Illinois; and | ||||||
17 | WHEREAS, It is necessary and appropriate for the City of | ||||||
18 | Chicago to enter into an Intergovernmental Cooperative | ||||||
19 | Agreement with the State of Illinois to deploy Illinois State | ||||||
20 | Police inwards from the Chicago expressways for approximately | ||||||
21 | one linear mile between 67th and 76th streets to Halsted Avenue | ||||||
22 | to the West and Cottage Grove Avenue to the East, for the | ||||||
23 | health, safety, and welfare of its residents; therefore, be it |

1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
2 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
3 | we urge the City of Chicago and the State of Illinois to enter | ||||||
4 | into an Intergovernmental Cooperative Agreement to deploy | ||||||
5 | Illinois State Police inwards from the Chicago expressways for | ||||||
6 | approximately one linear mile between 67th and 76th streets to | ||||||
7 | Halsted Avenue to the West and Cottage Grove Avenue to the | ||||||
8 | East, for the health, safety, and welfare of its residents; and | ||||||
9 | be it further

10 | RESOLVED, That suitable copies of this resolution be | ||||||
11 | forwarded to the Director of State Police and the Mayor of the | ||||||
12 | City of Chicago.
