2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate the Honorable Rita B. | ||||||
4 | Garman on the occasion of being selected as the 119th Chief | ||||||
5 | Justice of the Illinois Supreme Court; and
| ||||||
6 | WHEREAS, Rita Garman is a native of the State of Illinois; | ||||||
7 | she was born in November of 1943 in Aurora and educated in | ||||||
8 | Aurora public schools; she was the class valedictorian at | ||||||
9 | Oswego High School in 1961 and graduated with highest honors | ||||||
10 | from the University of Illinois in 1965; and
| ||||||
11 | WHEREAS, Choosing to pursue a legal career, Rita Garman | ||||||
12 | entered the University of Iowa College of Law, where she | ||||||
13 | graduated with honors in 1968; she practiced law in both the | ||||||
14 | public sector and the private sector in Danville; and
| ||||||
15 | WHEREAS, As a jurist, Rita Garman has served in almost | ||||||
16 | literally every level of the Illinois bench; she served as an | ||||||
17 | Associate Circuit Judge from 1974 to 1986, a Circuit Judge in | ||||||
18 | the Fifth Judicial Circuit from 1986 to 1995, which included | ||||||
19 | service as the Presiding Circuit Judge from 1987 to 1995, and | ||||||
20 | an Appellate Judge from 1995 to 2001; she was selected to serve | ||||||
21 | as a Justice of the Illinois Supreme Court on February 1, 2001; | ||||||
22 | and |

1 | WHEREAS, When Rita Garman graduated from law school in | ||||||
2 | 1968, only 3% of lawyers in the United States were women; | ||||||
3 | today, more than 40% of each annual class of law graduates in | ||||||
4 | the United States are women, due in part to the work done by | ||||||
5 | pioneers in law and jurisprudence such as the Honorable Rita | ||||||
6 | Garman; and
| ||||||
7 | WHEREAS, Rita Garman has become the most recent of the many | ||||||
8 | graduates of, and teachers at, Oswego High School to achieve | ||||||
9 | the highest honors in the public service of the State of | ||||||
10 | Illinois and the United States; and
| ||||||
11 | WHEREAS, On September 12, 2013, Rita Garman was selected by | ||||||
12 | her colleagues to serve as the 119th Chief Justice of the | ||||||
13 | Illinois Supreme Court, succeeding the Honorable Thomas | ||||||
14 | Kilbride; she will begin her new duties on October 26, 2013; | ||||||
15 | therefore, be it

16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
17 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
18 | we congratulate the Honorable Rita B. Garman upon the honorable | ||||||
19 | progress of her juridical career and the example which she has | ||||||
20 | set for Illinois lawyers at every level of the profession; and | ||||||
21 | be it further

1 | RESOLVED, That a suitable copy of this resolution be | ||||||
2 | presented to the Honorable Rita Garman as a token of the | ||||||
3 | respect she has earned from the Illinois House of | ||||||
4 | Representatives for the juridical work to which she has | ||||||
5 | dedicated her life.
