2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Rob Dwyer on the occasion |
4 | | of his retirement as executive director of the Quincy Society |
5 | | of Fine Arts (QSFA) on June 30, 2013; and
|
6 | | WHEREAS, Rob Dwyer is a graduate of the University of |
7 | | California in Berkeley, Harvard Divinity School, and the |
8 | | University of Chicago's Arts Management Institute; and
|
9 | | WHEREAS, Rob Dwyer has worked for local arts councils for |
10 | | the past 40 years; in 1983, he was selected by the "Skip" |
11 | | Reiss' Arts Management magazine as the outstanding arts |
12 | | administrator in the United States for his work at the local |
13 | | arts council in Reno, Nevada; he has served as an Arts in |
14 | | Education panelist and national site evaluator for the National |
15 | | Endowment for the Arts and panelist for the Illinois Arts |
16 | | Council; he has also worked as a consultant for American |
17 | | Samoa's Department of Education, the Iowa Arts Council, the |
18 | | Indiana University Arts Management School, and the Illinois |
19 | | Arts Peers program; and
|
20 | | WHEREAS, Rob Dwyer has served as the executive director of |
21 | | the Quincy Society of Fine Arts since 1983; the Quincy Society |
22 | | of Fine Arts is recognized as the oldest volunteer arts |

1 | | organization in the United States; during his tenure, QSFA's |
2 | | member organizations have grown from 17 to nearly 65, while the |
3 | | organization's annual budget has increased from $98,000 to |
4 | | $1,200,000, with $879,640 in audited marketing services; and |
5 | | WHEREAS, Rob Dwyer was instrumental in the creation of the |
6 | | Marion Gardner Jackson Trust Arts Fund, which has awarded over |
7 | | $400,000 to arts programs that could demonstrate a direct |
8 | | economic impact on the City of Quincy, such as the free Blues |
9 | | in the District concerts in Washington Park; the television and |
10 | | radio programs created under his leadership have generated over |
11 | | $15,000,000 of audited marketing support for all the arts in |
12 | | Quincy; he also helped create the Arts/Quincy Riverfest, |
13 | | Arts/Quincy Ball, Art$ Dollar$, In$tant Art$ Dollar$, |
14 | | Arts=Education, All-American Kids Awards, Arts Boosters, |
15 | | Arts/Quincy Magazine, Arts/Quincy Social Media, Annual Arts |
16 | | Calendar, Arts/Quincy E-BLASTS, and Forte'; and
|
17 | | WHEREAS, In 1991, Rob Dwyer received the Arts Education |
18 | | Service Award from the Illinois Alliance for Arts Education; in |
19 | | 1993, he was appointed as a Trustee of the Illinois Summer |
20 | | School for the Arts by Governor Jim Edgar; since 1983, the City |
21 | | of Quincy has won two Governor's Arts Awards from the Illinois |
22 | | Arts Council; and

23 | | WHEREAS, Following his retirement, Rob Dwyer plans to help |

1 | | the Quincy Society of Fine Arts with arts marketing services |
2 | | and help in the selection of a new executive director; he then |
3 | | plans to attend more arts events in Quincy and increase his |
4 | | volunteer arts activities; and

5 | | WHEREAS, There is considerable evidence that art makes for |
6 | | a better person; through Rob Dwyer's leadership, the arts have |
7 | | flourished and made the greater Quincy region a better place to |
8 | | live and raise families; and |
9 | | WHEREAS, Rob Dwyer serves as a model of hard work, |
10 | | integrity, and dedication for the people of the State of |
11 | | Illinois; therefore, be it |
12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
13 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
14 | | we congratulate Rob Dwyer on the occasion of his retirement and |
15 | | wish him continued success and happiness in the future; and be |
16 | | it further

17 | | RESOLVED, That a suitable copy of this resolution be |
18 | | presented to Rob Dwyer as a symbol of our esteem and respect.
