2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Tom Skelly on | ||||||
4 | winning the 2013 George Warren Fuller Award from the Illinois | ||||||
5 | Section of the American Water Works Association (AWWA); and
| ||||||
6 | WHEREAS, The George Warren Fuller Award is presented to a | ||||||
7 | member of the American Water Works Association for | ||||||
8 | distinguished service to the water supply field; in | ||||||
9 | commemoration of the sound engineering skill, diplomatic | ||||||
10 | talent, and constructive leadership of George Warren Fuller, | ||||||
11 | the Illinois Section may determine whether a member has made a | ||||||
12 | significant contribution towards the advancement of water | ||||||
13 | works practice within the Illinois Section which has been above | ||||||
14 | and beyond the expectations of officers in fulfilling their | ||||||
15 | obligations or duties; it is the American Water Works | ||||||
16 | Association's highest Illinois Section award; and

17 | WHEREAS, Tom Skelly is an environmentalist and has worked | ||||||
18 | on a variety of environmental and fishery projects while | ||||||
19 | working at the Illinois Natural History Survey studying the | ||||||
20 | impact on natural resources at nuclear power facilities; he led | ||||||
21 | a study of the toxicity of leachates generated from coal solid | ||||||
22 | wastes; he has been a member of the Lake Springfield Watershed | ||||||
23 | Resources Planning Committee since its inception in 1989; and

1 | WHEREAS, Tom Skelly is a past chair of the Illinois Section | ||||||
2 | of the AWWA, has served on many committees including the Water | ||||||
3 | Utility Council, and often provided testimony to the Illinois | ||||||
4 | General Assembly regarding water issues of concern to the | ||||||
5 | Illinois Section; he was a key leader in the development of the | ||||||
6 | Illinois Section's WARN program and an avid advocate for | ||||||
7 | operator involvement especially the Tapping Contest; he has | ||||||
8 | been published in many professional and scientific journals, | ||||||
9 | including the Illinois Natural History Survey, the Illinois | ||||||
10 | State Geological Survey, and the Illinois State Academy of | ||||||
11 | Science; and
| ||||||
12 | WHEREAS, Tom Skelly is a lifelong resident of the State of | ||||||
13 | Illinois; he worked for City Water, Light, and Power in | ||||||
14 | Springfield from 1984 until his retirement in 2012 as the Water | ||||||
15 | Division Director; he is a graduate of the University of | ||||||
16 | Illinois Champaign-Urbana with a bachelor of science degree in | ||||||
17 | biology and chemistry and a master of science degree in | ||||||
18 | biology; therefore, be it

19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
20 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
21 | we congratulate Tom Skelly on winning the 2013 George Warren | ||||||
22 | Fuller Award from the Illinois Section of the American Water | ||||||
23 | Works Association; and be it further
