|
2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Richard Walker, |
4 | | Director of Parks & Recreation, Zion Park District, as he steps |
5 | | down from his position; and
|
6 | | WHEREAS, Richard Walker has been director for 5 years and |
7 | | worked in the parks & recreation field for over 22 years before |
8 | | becoming director; and
|
9 | | WHEREAS, As director, Richard Walker oversaw a budget of |
10 | | more than $2.1 million and supervised more than 70 full and |
11 | | part-time staff members; he developed and implemented |
12 | | marketing strategies for the park district and its facilities, |
13 | | solicited and secured funding support for events and programs, |
14 | | established and articulated the philosophy of the special |
15 | | facilities of the Zion Park District, and helped participate in |
16 | | the "team approach" for the development of Shepherd's Crook |
17 | | Golf Course, the renovation of the Shiloh Park Pool, and the |
18 | | current renovation of the Park District Leisure Center and |
19 | | Senior Center; and
|
20 | | WHEREAS, Richard Walker developed, implemented, and |
21 | | coordinated a series of extended group tours for selected |
22 | | markets, served as staff liaison to the Save the Rink |

1 | | Committee, prepared and filed all documents for the |
2 | | establishment of the Zion Park District Foundation, and |
3 | | planned, submitted for approval, and conducted all aspects of |
4 | | the annual 4th of July Celebration and the annual Jubilee Days |
5 | | Festival Parade; and
|
6 | | WHEREAS, Before assuming the duties of director, Richard |
7 | | Walker was the Zion Park District Superintendent of Special |
8 | | Facilities since November 1988; before becoming Superintendent |
9 | | of Special Facilities, he was the Zion Park District Special |
10 | | Events Director from September 1985 to November 1988, the |
11 | | Grayslake Community Park District Director of Parks & |
12 | | Recreation from April 1978 to September 1985, and the Crystal |
13 | | Lake Park District Superintendent of Recreation from June 1976 |
14 | | to March 1978; and
|
15 | | WHEREAS, Richard Walker received a bachelors of science in |
16 | | park administration from Illinois State University in 1975; he |
17 | | is a member of the Illinois Park & Recreation Association, the |
18 | | National Park & Recreation Association, past president and |
19 | | current executive director of the Jubilee Days Festival |
20 | | Commission, current president and board of directors member for |
21 | | the Special Recreation Services of Northern Lake County, |
22 | | current member and executive board member and past president |
23 | | and vice-president of the Zion Exchange Club, current |
24 | | secretary/treasurer of the Zion Park District Foundation, and a |

1 | | current member and past chair of the Finance Committee and |
2 | | Building Construction Committee for the Shepherd of the Lakes |
3 | | Lutheran Church; therefore, be it

4 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
5 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
6 | | we congratulate Richard Walker, Director of Parks & Recreation, |
7 | | Zion District, as he begins his retirement, thank him for his |
8 | | service to his community, and wish him all the best in his |
9 | | future endeavours; and be it further

10 | | RESOLVED, That a suitable copy of this resolution be |
11 | | presented to Richard Walker as an expression of our esteem and |
12 | | respect.
