2 | | WHEREAS, In unity, there is strength; and

3 | | WHEREAS, The more that local, State, and federal law |
4 | | enforcement agencies and operations reinforce one another, |
5 | | share information and resources, de-conflict operations, |
6 | | establish priorities, and focus energies across the spectrum of |
7 | | criminal activities, the more effective the outcome of separate |
8 | | activities undertaken by those organizations; and

9 | | WHEREAS, Intelligence gleaned from the collection, |
10 | | evaluation, analysis, and synthesis of information must be |
11 | | shared in order to reduce crime; and

12 | | WHEREAS, Collaboration encourages a coordinated and |
13 | | organized response to criminal activity throughout the target |
14 | | jurisdiction, diminishing gaps in interagency communication |
15 | | and intelligence; and

16 | | WHEREAS, Tactical intelligence is time-sensitive and |
17 | | crucial to the effective execution of arrests and seizures; and
|
18 | | WHEREAS, Law enforcement agencies must be able to share |
19 | | relevant information and intelligence across jurisdictional |
20 | | boundaries without risk of compromise to intelligence and the |
