2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Chuck Balling, | ||||||
4 | Executive Director of the Glenview Park District, on receiving | ||||||
5 | the 2012 Robert Artz Lifetime Achievement Award; and
| ||||||
6 | WHEREAS, The Robert Artz Lifetime Achievement Award is | ||||||
7 | named in honor of Robert Artz, who in 1979, was the newly | ||||||
8 | elected executive director of the Illinois Association of Park | ||||||
9 | Districts; although his life was cut short, his vision for | ||||||
10 | parks, recreation, and conservation lives on; the award is | ||||||
11 | presented to a person whose professionalism, dedication, and | ||||||
12 | commitment have a lasting effect on parks and recreation; and
| ||||||
13 | WHEREAS, Chuck Balling has spent his career devoted to | ||||||
14 | Illinois parks and recreation; in Gurnee, he was instrumental | ||||||
15 | in open space land acquisitions and development of new | ||||||
16 | facilities including a $1.5 million renovation to Viking Park | ||||||
17 | Community Center and development of the award winning Hunt Club | ||||||
18 | Aquatic Center; in Glenview, he led the development of | ||||||
19 | Community Park West, a 95-acre multi-use park, which included | ||||||
20 | securing a $750,000 donation from the Glenview Youth Baseball | ||||||
21 | Association; he negotiated with the Village of Glenview the | ||||||
22 | successful transfer of the 32-acre Kent Fuller Air Station | ||||||
23 | Prairie and Evelyn Tyner Center, a Platinum LEED-certified |

1 | nature museum, as well as the 90-acre Gallery Park; and
| ||||||
2 | WHEREAS, Chuck Balling has implemented cutting-edge | ||||||
3 | business practices; his strategic planning process, which he | ||||||
4 | has helped other park districts and organizations implement, is | ||||||
5 | a unique collaborative effort; and
| ||||||
6 | WHEREAS, Chuck Balling takes pride in mentoring future | ||||||
7 | leaders and emphasizes continuing education and professional | ||||||
8 | involvement; for 35 years he has dedicated himself to parks and | ||||||
9 | recreation; and
| ||||||
10 | WHEREAS, The Robert Artz Lifetime Achievement Award was | ||||||
11 | presented to Chuck Balling on January 25, 2013, at the | ||||||
12 | All-Conference Awards Luncheon held during the IAPD/IPRA | ||||||
13 | Soaring to New Heights Conference at the Hyatt Regency in | ||||||
14 | Chicago; more than 1,500 representatives and guests of Illinois | ||||||
15 | park districts, forest preserves, conservation, recreation, | ||||||
16 | and special recreation agencies attended; therefore, be it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
18 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
19 | we congratulate Chuck Balling on receiving the 2012 Robert Artz | ||||||
20 | Lifetime Achievement Award; and be it further

21 | RESOLVED, That a suitable copy of this resolution be |
