Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois. Creates the Digital Divide Task Force. Provides that the Task Force shall conduct a study and prepare a report regarding access to computers, telecommunications technologies, and related training by disadvantaged communities. Sets forth membership. Permits the Task Force to call upon any department, agency, institution, or officer of the State or any political subdivision of the State for facilities, data, or other assistance. Requires the Department of Commerce and Economic Opportunity to provide technical assistance, and administrative and staffing support to the Task Force. Requires the Task Force to submit its report to the Governor and the General Assembly on or before December 31, 2015. Repeals the section creating the Task Force on December 31, 2016. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Department of Commerce and Economic |
5 | | Opportunity Law of the
Civil Administrative Code of Illinois is |
6 | | amended by adding Section 605-1020 as follows: |
7 | | (20 ILCS 605/605-1020 new) |
8 | | Sec. 605-1020. Digital Divide Task Force. |
9 | | (a) There is created the Digital Divide Task Force. The |
10 | | Task Force shall conduct a study and prepare a report regarding |
11 | | access to computers, telecommunications technologies, and |
12 | | related training by disadvantaged communities. |
13 | | (b) The Task Force shall consist of the following 10 |
14 | | members: 2 members appointed by the Speaker of the House of |
15 | | Representatives, 2 members appointed by the Minority Leader of |
16 | | the House of Representatives, 2 members appointed by the |
17 | | President of the Senate, 2 members appointed by the Minority |
18 | | Leader of the Senate, and 2 members appointed by the Governor. |
19 | | All appointments shall be made within 90 days after the |
20 | | effective date of this amendatory Act of the 98th General |
21 | | Assembly. The members shall elect from their number a |
22 | | chairperson, and shall serve without compensation. The Task |
23 | | Force shall meet at the call of the chairperson. |
