Amends the State Finance Act. Creates the Emergency Management Fund. Amends the Illinois Vehicle Code. Provides that the Secretary may issue Emergency Management license plates. Provides that the fee for these plates shall be $20 for issuance, of which $5 shall go to the Emergency Management Fund and $15 of which shall go to the Secretary of State Special License Plate Fund, and $20 for renewal, of which $18 shall go to the Emergency Management Fund and $2 of which shall go to the Secretary of State Special License Plate Fund. Provides that money in the Emergency Management Fund shall be paid, subject to appropriation, as grants to the Illinois Emergency Management Agency for the purpose of training and education programs.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The State Finance Act is amended by adding |
5 | | Section 5.855 as follows: |

7 | | Sec. 5.855. The Emergency Management Fund. |
8 | | Section 10. The Illinois Vehicle Code is amended by adding |
9 | | Section 3-699.14 as follows: |

11 | | Sec. 3-699.14. Emergency Management plates. |
12 | | (a) The Secretary, upon receipt of all applicable fees and |
13 | | applications made in the form prescribed by the Secretary, may |
14 | | issue special registration plates designated as Emergency |
15 | | Management license plates. |
16 | | The special plates issued under this Section shall be |
17 | | affixed only to passenger vehicles of the first division or |
18 | | motor vehicles of the second division weighing not more than |
19 | | 8,000 pounds. |
20 | | Plates issued under this Section shall expire according to |
21 | | the multi-year procedure established by Section 3-414.1 of this |
