3 | | everything after the enacting clause with the following:

4 | | "Section 5. The University of Illinois Act is amended by |
5 | | changing Section 9 as follows:
|
6 | | (110 ILCS 305/9) (from Ch. 144, par. 30)

7 | | Sec. 9. Scholarships for children of veterans. For each of |
8 | | the following
periods of hostilities, each county shall be |
9 | | entitled, annually, to one
honorary scholarship in the |
10 | | University, for the benefit of the children of
persons who |
11 | | served in the armed forces of the United States: the
Civil War, |
12 | | World War I, any time between September 16, 1940 and the
|
13 | | termination of World War II, any time during the national |
14 | | emergency
between June 25, 1950 and January 31, 1955, any time |
15 | | during the Viet
Nam conflict between January 1, 1961 and May 7, |
16 | | 1975, any time during the siege of Beirut between June 14, 1982 |

1 | | and February 26, 1984, any time during the Grenada Conflict |
2 | | between October 25, 1983 and December 15, 1983, or any
time on |
3 | | or after August 2, 1990 and until Congress or the President |
4 | | orders that
persons in service are no longer eligible for
the |
5 | | Southwest Asia Service Medal, Operation Enduring Freedom, and |
6 | | Operation Iraqi Freedom. If an honorary scholarship is not |
7 | | awarded for a given period of hostilities because there are no |
8 | | qualified applicants, then the county may award the scholarship |
9 | | for another one of the listed periods of hostilities, in which |
10 | | case there may be more than one scholarship awarded for the |
11 | | same period of hostilities. Preference for scholarships shall |
12 | | be
given to the children of persons who are deceased or
|
13 | | disabled. Such scholarships shall be
granted to such pupils as |
14 | | shall, upon public examination, conducted as
the board of |
15 | | trustees of the University may determine, be decided to
have |
16 | | attained the greatest proficiency in the branches of learning
|
17 | | usually taught in the secondary schools, and who shall be of |
18 | | good moral
character, and not less than 15 years of age. Such |
19 | | pupils, so selected,
shall be entitled to receive, without |
20 | | charge for tuition, instruction in
any or all departments of |
21 | | the University for a term of at least 4
consecutive years. Such |
22 | | pupils shall conform, in all respects, to the
rules and |
23 | | regulations of the University, established for the government
|
24 | | of the pupils in attendance.
