Amends the Family Practice Residency Act. Makes changes concerning the purpose of the Act. Provides that the Department of Public Health shall have the power and duty to establish programs (instead of a program) for the repayment of the educational loans of primary care physicians and other health care providers within specialties determined to be eligible by the U.S. Health Resources and Services Administration for the National Health Service Corps Loan Repayment Program (instead of just the loans of primary care physicians) who agree to serve in designated shortage areas. Removes a provision setting forth the maximum annual payment that may be made to an individual. Allows the Department to use tobacco settlement recovery funding or other available funding to implement the programs. Effective immediately.

3 | | represented in the General Assembly:

4 | | Section 5. The Family Practice Residency Act is amended by |
5 | | changing Sections 2, 3, and 4.10 and by adding Section 3.09 as |
6 | | follows:

8 | | Sec. 2.
The purpose of this Act is to establish programs a |
9 | | program in the
Illinois Department of Public Health to upgrade |
10 | | primary health care
services for all citizens of the State, to |
11 | | increase access, and to reduce health care disparities by |
12 | | providing grants to family
practice and preventive medicine |
13 | | residency programs, scholarships to
medical students , and a |
14 | | loan repayment program for physicians and other eligible |
15 | | primary care providers who
will agree to practice in areas of |
16 | | the State demonstrating the greatest
need for more professional |
17 | | medical care. The programs program shall encourage
family |
18 | | practice physicians and other eligible primary care providers |
19 | | to locate in areas where health manpower
shortages exist and to |
20 | | increase the total number of family practice
physicians and |
21 | | other eligible primary care providers in the State.
