| Amends the State Employees Group Insurance Act of 1971, the Illinois Pension Code, the Metropolitan Transit Authority Act, and the Regional Transportation Authority Act. Eliminates compensation, as well as pension and group insurance benefits, for individuals who first become members of the Regional Transportation Authority Board, Suburban Bus Board, Commuter Rail Board, or Chicago Transit Authority Board on or after the effective date of the amendatory Act. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

4 | | Section 5. The State Employees Group Insurance Act of 1971 |
5 | | is amended by adding Sections 2.5, 2.6, 2.7, and 2.8 as |
6 | | follows: |

9 | | Board members. This Act does not apply to any individual who |
10 | | first becomes a member of the Regional Transportation Authority |

13 | | Board. |

16 | | Section 15. The Metropolitan Transit Authority Act is |
17 | | amended by changing Sections 19 and 22 as follows:

19 | | Sec. 19. Compensation; pension; benefits. |
20 | | (a) The governing and administrative body of the Authority |
21 | | shall be a
board consisting of seven members, to be known as |
22 | | Chicago Transit Board.
Members of the Board shall be residents |

1 | | of the metropolitan area and persons of
recognized business |
2 | | ability. No member of the Board of the
Authority shall hold any |
3 | | other office or employment under the Federal,

6 | | employee of
the Authority shall hold any other office or |
7 | | employment under the Federal,
State or any County or any |
8 | | municipal government except an office with
compensation not |
9 | | exceeding $15,000 annually or a position in the National
Guard |
10 | | or the United States military reserves. Provided, however,
that |
11 | | the Chairman may be a member of the Board of the Regional |
12 | | Transportation
Authority. No member of the
Board or employee of |
13 | | the Authority shall have any private financial
interest, profit |
14 | | or benefit in any contract, work or business of the
Authority |
15 | | nor in the sale or lease of any property to or from the
|
16 | | Authority. |
17 | | (b) For terms of office beginning before the effective date |
18 | | of this amendatory Act of the 98th General Assembly, the The |
19 | | salary of each member of the initial Board shall be
$15,000.00 |
20 | | per annum, and such salary shall not be increased or diminished
|
21 | | during his or her term of office. The salaries of successor |
22 | | members of the
Board shall be fixed by the Board and shall not |
23 | | be increased or diminished
during their respective terms of |
24 | | office. No Board member shall be allowed
any fees, perquisites |
25 | | or emoluments, reward or compensation for his or her
services |
26 | | as a member or officer of the Authority aside from his or her

1 | | salary or pension, but he or she shall be reimbursed for actual |

incurred by him or her in the performance of his or |

6 | | members of the Board shall receive no annual salary or other |
7 | | compensation for their service in office, except that each |
8 | | member shall be reimbursed for actual expenses incurred in the |
9 | | performance of his or her duties.

10 | | For individuals who first become members of the Board on or |
11 | | after the effective date of this amendatory Act of the 98th |
12 | | General Assembly, no service or contribution shall be credited |
13 | | in any retirement system or pension fund, under the Illinois |
14 | | Pension Code or otherwise, for service on the Board, and no |
15 | | public funds shall be appropriated, expended, or otherwise |
16 | | obligated for such a retirement system or pension fund credit. |
17 | | For terms of office beginning on or after the effective date of |
18 | | this amendatory Act of the 98th General Assembly, neither the |
19 | | chairman nor any other member of the Board shall receive a |
20 | | financial benefit or perquisite, including without limitation |
21 | | participation in a program of life or health insurance, for his |
22 | | or her service on the Board. |

of the chairperson chairman in addition to |

or her salary as a member of the Board, which shall not be |

diminished during his or her term of office as |
14 | | chairperson chairman . But if the chairperson chairman is
