| 1 | SENATE RESOLUTION

| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of Dr. Sam H. McGowen of Mascoutah, who | ||||||
| 4 | passed away on November 21, 2012; and
| ||||||
| 5 | WHEREAS, Sam McGowen was a native of Puxico, Missouri; he | ||||||
| 6 | married his loving wife, Sue, on August 27, 1988, in Puxico, | ||||||
| 7 | Missouri; and
| ||||||
| 8 | WHEREAS, Sam McGowen attended Southeast Missouri State | ||||||
| 9 | University, where he earned his bachelor's degree in social | ||||||
| 10 | studies/English in 1966; he subsequently earned his master's | ||||||
| 11 | degree at SEMO and a doctorate degree at St. Louis University; | ||||||
| 12 | and
| ||||||
| 13 | WHEREAS, Sam McGowen had a long and distinguished career in | ||||||
| 14 | education; he began his career in 1967 as a social studies | ||||||
| 15 | teacher in Bonne Terre, Missouri, and worked his way through | ||||||
| 16 | progressive assignments as an elementary principal and junior | ||||||
| 17 | high principal and superintendent in Bonne Terre; he later | ||||||
| 18 | accepted positions as superintendent in Dexter, Missouri and | ||||||
| 19 | Paris, Illinois, before becoming the Superintendent of Schools | ||||||
| 20 | for District 19 in Mascoutah in 1994; he served as | ||||||
| 21 | Superintendent of District 19 until June of 2012; and
| ||||||

| 1 | WHEREAS, Sam McGowen was in active and reserve military | ||||||
| 2 | service with the Missouri Army National Guard for 27 years, | ||||||
| 3 | primarily in Army engineer battalions; at the time of his | ||||||
| 4 | retirement in 1993, he had achieved the rank of lieutenant | ||||||
| 5 | colonel; and | ||||||
| 6 | WHEREAS, Sam McGowen was preceded in death by his father, | ||||||
| 7 | Hubert McGowen; and
| ||||||
| 8 | WHEREAS, Sam McGowen is survived by his wife, Sue M. | ||||||
| 9 | McGowen; his children, Bonnie McBurney, Brian (Peggy) McGowen, | ||||||
| 10 | Sarah (Roy) Phillips, and Nan (Brad) Beaird; his grandchildren, | ||||||
| 11 | Ryan and Chadd McBurney, Kristan McGowen, Arriel (Cody) Smith, | ||||||
| 12 | Parke and Ben Phillips, and Leam and Landon Beaird; his mother, | ||||||
| 13 | Wilma McGowen; and his brothers, Jim (Marsha) McGowen and Terry | ||||||
| 14 | (Trish) McGowen; therefore, be it
| ||||||
| 15 | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | ||||||
| 16 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | ||||||
| 17 | his family and friends, the passing of Dr. Sam H. McGowen; and | ||||||
| 18 | be it further
| ||||||
| 19 | RESOLVED, That suitable copies of this resolution be | ||||||
| 20 | presented to the family of Sam McGowen as an expression of our | ||||||
| 21 | sympathy.
