SYNOPSIS AS INTRODUCED:
 
ILCON Art. XIV, Sec. 5 new

    Proposes to amend the Constitutional Revision Article of the Illinois Constitution. Authorizes amendments to the statement of economic interests Section of the General Provisions Article of the Illinois Constitution by initiative. Requires that the amendment be limited to establishing and enforcing ethical standards for State and local officeholders and candidates. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Article XIV of the
9Illinois Constitution by adding Section 5 as follows:

CONSTITUTIONAL REVISION

12    (ILCON Art. XIV, Sec. 5 new)
13SECTION 5. CONSTITUTIONAL INITIATIVE FOR ETHICAL STANDARDS
14    Amendments to Section 2 of Article XIII of this
15Constitution may be proposed by a petition signed by a number
16of electors equal to at least 8% of the total votes cast for
17candidates for Governor in the preceding gubernatorial
18election. Amendments shall be limited to subjects that
19establish and enforce ethical standards for candidates for or
20holders of office in units of local government, in school
21districts, or in the legislative, executive, or judicial branch
22of State government. A petition shall contain the text of the
23proposed amendment and the date of the general election at

1which the proposed amendment is to be submitted, shall have
2been signed by the petitioning electors not more than 24 months
3preceding that general election, and shall be filed with the
4State Board of Elections at least 6 months before that general
5election. The procedure for determining the validity and
6sufficiency of a petition shall be provided by law. If the
7petition is valid and sufficient, the proposed amendment shall
8be submitted to the electors at the general election and shall
9be adopted if approved by either three-fifths of those voting
10on the question or a majority of those voting in the election.

SCHEDULE
12    This Constitutional Amendment takes effect upon being
13declared adopted in accordance with Section 7 of the Illinois
14Constitutional Amendment Act.
