Proposes to amend the Legislature Article of the Illinois Constitution in relation to the passage of bills. Provides that a bill that takes effect after January 1, 2013 and amends the Illinois Pension Code or a successor Act must be limited to one of the following: (i) amendments affecting a single pension fund, retirement system, entity, or plan established or to be established under the Code or successor Act, (ii) amendments to a single plan or general provision that governs a related group of pension funds or retirement systems, (iii) amendments necessarily affecting more than one pension fund or retirement system, such as transfers of participants or credits, or (iv) amendments for the codification,
revision, or rearrangement of laws. Effective upon being declared adopted.

5 | | CONCURRING HEREIN, that there shall be submitted to the |
6 | | electors of the State for adoption or rejection at the general |
7 | | election next occurring at least 6 months after the adoption of |
8 | | this resolution a proposition to amend Section 8 of Article IV |
9 | | as follows:

13 | | SECTION 8. PASSAGE OF BILLS
|
14 | | (a) The enacting clause of the laws of this State shall be: |
15 | | "Be it
enacted by the People of the State of Illinois, |
16 | | represented in the
General Assembly."

17 | | (b) The General Assembly shall enact laws only by bill. |
18 | | Bills may
originate in either house, but may be amended or |
19 | | rejected by the other.
|
20 | | (c) No bill shall become a law without the concurrence of a |
21 | | majority
of the members elected to each house. Final passage of |
22 | | a bill shall be
by record vote. In the Senate at the request of |

1 | | two members, and in the
House at the request of five members, a |
2 | | record vote may be taken on any
other occasion. A record vote |
3 | | is a vote by yeas and nays entered on the
journal.

4 | | (d) A bill shall be read by title on three different days |
5 | | in each
house. A bill and each amendment thereto shall be |
6 | | reproduced and placed
on the desk of each member before final |
7 | | passage.
|
8 | | Bills, except bills for appropriations and for the |
9 | | codification,
revision or rearrangement of laws, shall be |
10 | | confined to one subject.
Appropriation bills shall be limited |
11 | | to the subject of appropriations. A bill that takes effect |
12 | | after January 1, 2013 and amends the Illinois Pension Code or a |
13 | | successor Act must be limited to one of the following: (i) |
14 | | amendments affecting a single pension fund, retirement system, |
15 | | entity, or plan established or to be established under the Code |
16 | | or successor Act, (ii) amendments to a single plan or general |
17 | | provision that governs a related group of pension funds or |
18 | | retirement systems, (iii) amendments necessarily affecting |
19 | | more than one pension fund or retirement system, such as |
20 | | transfers of participants or credits, or (iv) amendments for |
21 | | the codification,
revision, or rearrangement of laws.

22 | | A bill expressly amending a law shall set forth completely |
23 | | the
sections amended.

24 | | The Speaker of the House of Representatives and the |
25 | | President of the
Senate shall sign each bill that passes both |
26 | | houses to certify that the
procedural requirements for passage |
