CONSTITUTIONAL AMENDMENT SC0013 Introduced 2/9/2011, by Sen. Kwame Raoul SYNOPSIS AS INTRODUCED: |

Proposes to amend the Executive Article of the Illinois Constitution.
Eliminates the Offices of the Comptroller and Treasurer. Provides instead for
a single Comptroller of the Treasury.
Provides that the Comptroller of the Treasury shall (i)
maintain the State's central fiscal accounts and order payments into and out of
the funds held by him or her, (ii) be responsible for the safekeeping and
investment of
monies and securities deposited with him or her, and for their disbursement
upon his or her order, and (iii) have the duties and
powers that may be prescribed by law. No Comptroller or Treasurer shall be
elected in 2014
and thereafter. Effective otherwise upon
conclusion of the terms of the Comptroller and the Treasurer elected in 2010.

Sections 1, 3, 7, and 18 and |

OFFICERS
|
15 | | The Executive Branch shall include a Governor, Lieutenant |
16 | | Governor,
Attorney General, Secretary of State,
and |
17 | | Comptroller of the Treasury
Comptroller and Treasurer elected
|
18 | | by the electors of the State. They shall keep the public |
19 | | records and
maintain a residence at the seat of government |
20 | | during their terms of
office.

ELIGIBILITY

2 | | To be eligible to hold the office of Governor, Lieutenant |
3 | | Governor,
Attorney General, Secretary of State, or Comptroller |
4 | | of the Treasury
Comptroller
or Treasurer , a person
must be a |
5 | | United States citizen, at least 25 years old, and a resident
of |
6 | | this State for the three years preceding his or her election.

9 | | SECTION 7.
VACANCIES IN OTHER ELECTIVE OFFICES

10 | | If the Attorney General, Secretary of State,
or Comptroller |

Comptroller or Treasurer
fails to qualify or if |

his office becomes vacant, the Governor
shall
fill the |
13 | | office by appointment. The appointee shall hold office until

14 | | the elected officer qualifies or until a successor is elected |

qualified as may be provided by law and shall not be |
16 | | subject to removal
by the Governor. If the Lieutenant Governor |
17 | | fails to qualify or if the
