Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require all regulated telecommunication carriers under its authority to submit an annual report on all procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises. Provides that each regulated telecommunication carrier shall submit the rules, regulations, and definitions used for its procurement goals and the name and contact information for the staff person responsible for administering the programs associated with the goals in the annual report. Provides that the Commission shall publish each annual report on its website and shall maintain each annual report for at least 5 years. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Public Utilities Act is amended by adding |
5 | | Section 13-1003 as follows: |
6 | | (220 ILCS 5/13-1003 new) |
7 | | Sec. 13-1003. Minority, female, veteran, and small |
8 | | business reports and spending. The Commission shall require all |
9 | | regulated telecommunication carriers under its authority to |
10 | | submit an annual report by December 1, 2014 and each December 1 |
11 | | thereafter, in a searchable Adobe PDF format, on all |
12 | | procurement goals and actual spending for minority-owned, |
13 | | women-owned, veteran-owned, and small business enterprises in |
14 | | the previous calendar year. These goals shall be expressed as a |
15 | | percentage of the total work performed by the regulated |
16 | | telecommunication carrier, and the actual spending for all |
17 | | minority-owned, women-owned, veteran-owned, and small business |
18 | | enterprises shall be expressed as a percentage of the total |
19 | | work performed by the regulated telecommunication carrier. |
20 | | Each regulated telecommunication carrier shall submit the |
21 | | rules, regulations, and definitions used for its procurement |
22 | | goals and the name and contact information for the staff person |
