2 | | AMENDMENT NO. ______. Amend Senate Bill 3601 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Child Care Act of 1969 is amended by adding |
5 | | Section 7.10 as follows: |
6 | | (225 ILCS 10/7.10 new) |
7 | | Sec. 7.10. Progress report. |
8 | | (a) For the purposes of this Section, "child day care |
9 | | licensing" or "day care licensing" means licensing of day care |
10 | | centers, day care homes, and group day care homes. |
11 | | (b) No later than June 30, 2013, the Department shall |
12 | | provide the General Assembly with a comprehensive report on its |
13 | | progress in meeting performance measures and goals related to |
14 | | child day care licensing. |
15 | | (c) The report shall include: |
16 | | (1) details on the funding for child day care |

1 | | licensing, including: |
2 | | (A) the total number of full-time employees |
3 | | working on child day care licensing; |
4 | | (B) the names of all sources of revenue used to |
5 | | support child day care licensing; |
6 | | (C) the amount of expenditures that is claimed |
7 | | against federal funding sources; |
8 | | (D) the identity of federal funding sources; and |
9 | | (E) how funds are appropriated, including |
10 | | appropriations for line staff, support staff, |
11 | | supervisory staff, and training and other expenses and |
12 | | the funding history of such licensing since fiscal year |
13 | | 2007; |
14 | | (2) current staffing qualifications of day care |
15 | | licensing representatives, day care licensing supervisors, |
16 | | and regional licensing administrators in comparison with |
17 | | staffing qualifications specified in the job description; |
18 | | (3) data history for fiscal year 2007 to fiscal year |
19 | | 2012 on day care licensing representative caseloads and |
20 | | staffing levels in all areas of the State; |
21 | | (4) per the DCFS Child Day Care Licensing Advisory |
22 | | Council's work plan, quarterly data on the following |
23 | | measures: |
24 | | (A) the percentage of new applications disposed of |
25 | | within 90 days; |
26 | | (B) the percentage of licenses renewed on time; |

1 | | (C) the percentage of day care centers receiving |
2 | | timely annual monitoring visit; |
3 | | (D) the percentage of day care homes receiving |
4 | | timely annual monitoring visits; |
5 | | (E) the percentage of group day care homes |
6 | | receiving timely annual monitoring visits; |
7 | | (F) the percentage of day care providers that are |
8 | | satisfied with accurate and objective interpretation |
9 | | of standards by DCFS staff; |
10 | | (G) the percentage of high-risk violations |
11 | | resolved within 60 days; |
12 | | (H) the percentage of complaints disposed of |
13 | | within 30 days; |
14 | | (I) the average number of days applicants must wait |
15 | | to attend a licensing orientation; |
16 | | (J) the number of licensing orientation sessions |
17 | | available per region in the past year; |
18 | | (K) the number of on-line Department trainings |
19 | | related to licensing and child development available |
20 | | to providers in the past year; and |
21 | | (L) the percentage of providers satisfied with |
22 | | ongoing ways to communicate with the Department and get |
23 | | their questions answered; |
24 | | (5) details on efforts to educate parents on the role |
25 | | of licensing and the role of the Department as the |
26 | | licensing agency to which complaints can be filed, as well |

1 | | as efforts to reach out to minority families; |
2 | | (6) details on how the Department will measure progress |
3 | | on integrating a child development perspective in the work |
4 | | of the day care licensing representatives; |
5 | | (7) information on progress on the adoption of a |
6 | | weighted licensing and risk rating system; |
7 | | (8) information on progress on coordination with the |
8 | | State's child care system, including the Department of |
9 | | Human Services, the State Board of Education, and the child |
10 | | care resource and referral agencies; and |
11 | | (9) efforts to coordinate with appropriate agencies on |
12 | | professional development and credentialing issues, |
13 | | including training registry and Quality Rating and |
14 | | Improvement Systems (QRIS). |
15 | | (d) The Department shall work through the Governor's |
16 | | appointed Early Learning Council on issues related to |
17 | | collecting data and documenting improvements to the |
18 | | Department's responsibilities concerning child day care |
19 | | licensing. |
20 | | (e) No later than June 30, 2013, the Department shall |
21 | | launch a public portal to allow the public to look up serious |
22 | | licensing violations in a manner that is clear and |
23 | | understandable by parents or other interested parties.

24 | | Section 99. Effective date. This Act takes effect on July |
25 | | 1, 2012.".
