1 | | AN ACT concerning State government.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The State Finance Act is amended by adding |
5 | | Sections 5.786, 5.787, 6z-87, and 6z-88 as follows: |

7 | | Sec. 5.786. The Illinois State Crime Stoppers Association |
8 | | Fund. |

10 | | Sec. 5.787. The After-School Rescue Fund. |

12 | | Sec. 6z-87. Illinois State Crime Stoppers Association |
13 | | Fund. The Illinois State Crime Stoppers Association Fund is |
14 | | created as a special fund in the State treasury. Subject to |
15 | | appropriation, the Fund shall be used by the Criminal Justice |
16 | | Information Authority to make grants to the Illinois State |
17 | | Crime Stoppers Association to enhance and develop Crime |
18 | | Stoppers programs in Illinois. |

20 | | Sec. 6z-88. After-School Rescue Fund; creation. The |

1 | | After-School Rescue Fund is created as a special fund in the |
2 | | State treasury. Moneys in the Fund shall be used by the |
3 | | Illinois State Board of Education for the making of grants to |
4 | | at-risk schools for the promotion of extracurricular and |
5 | | after-school programs. |
6 | | Section 10. The Illinois Income Tax Act is amended by |
7 | | adding Sections 507YY and 507ZZ as follows: |
8 | | (35 ILCS 5/507YY new) |
9 | | Sec. 507YY. Crime Stoppers checkoff. For taxable years |
10 | | ending on or after December 31, 2011, the Department shall |
11 | | print, on its standard individual income tax form, a provision |
12 | | indicating that, if the taxpayer wishes to contribute to the |
13 | | Illinois State Crime Stoppers Association Fund, as authorized |
14 | | by this amendatory Act of the 97th General Assembly, then he or |
15 | | she may do so by stating the amount of the contribution (not |
16 | | less than $1) on the return and indicating that the |
17 | | contribution will reduce the taxpayer's refund or increase the |
18 | | amount of payment to accompany the return. The taxpayer's |
19 | | failure to remit any amount of the increased payment reduces |
20 | | the contribution accordingly. This Section does not apply to |
21 | | any amended return. |

23 | | Sec. 507ZZ. After-School Rescue Fund checkoff. For taxable

12 | | Section 99. Effective date. This Act takes effect upon |
13 | | becoming law.
