Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning on July 1, 2011,
the Department of Healthcare and Family Services shall develop incentive programs for dentists
who perform dental services on children covered under the Children's Health Insurance Program, the Covering ALL KIDS Health Insurance Program, and the Medicaid program.
Requires the incentive programs to include a pilot program in a rural and urban
designated shortage area that increases rates up to 64% of the
reimbursement level that the dentists charge for those services covered.
Provides that the Department shall increase
the rate level of dental specialty services that are provided
to eligible children to equal 64% of the dentist's usual and customary charges. Requires the Department to develop and implement an incentive
program that rewards dentists who are enrolled as a "dental home". Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Children's Health Insurance Program Act is |
5 | | amended by adding Section 65 as follows: |
6 | | (215 ILCS 106/65 new) |
7 | | Sec. 65. Provider incentives. Beginning on July 1, 2011,
|
8 | | the Department shall develop incentive programs for dentists
|
9 | | who perform dental services on children covered under this Act.
|
10 | | The incentive programs shall include a pilot program in a rural |
11 | | and urban
designated shortage area that increases rates up to |
12 | | 64% of the
reimbursement level that the dentists charge for |
13 | | those services covered.
In addition, the Department shall |
14 | | increase
the rate level of dental specialty services that are |
15 | | provided
to children covered under this Act to equal 64% of the |

21 | | Section 10. The Covering ALL KIDS Health Insurance Act is |
22 | | amended by adding Section 54 as follows: |
