Creates the Comprehensive Healthcare Workforce Planning Act. Establishes the State Healthcare Workforce Council to provide an ongoing assessment of health care workforce trends, training issues, and financing policies and to recommend appropriate State government and private sector efforts to address identified needs. Provides that the Council's work shall focus on health care workforce supply and distribution; cultural competence and minority participation in health professions education; primary care training and practice; and data evaluation and analysis. Contains provisions concerning members; the preparation of a comprehensive healthcare workforce plan by the Department of Public Health and the Council; and reimbursement of Council members.

1 | | AN ACT concerning health.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Article may be cited as the |
5 | | Comprehensive Healthcare Workforce Planning Act. |
6 | | Section 5. Definitions. As used in this Act: |
7 | | "Council" means the State Healthcare Workforce Council |
8 | | created by this Act. |
9 | | "Department" means the Department of Public Health. |
10 | | Section 10. Purpose. The State Healthcare Workforce |
11 | | Council is hereby established to provide an ongoing assessment |
12 | | of health care workforce trends, training issues, and financing |
13 | | policies, and to recommend appropriate State government and |
14 | | private sector efforts to address identified needs. The work of |
15 | | the Council shall focus on: health care workforce supply and |
16 | | distribution; cultural competence and minority participation |
17 | | in health professions education; primary care training and |
18 | | practice; and data evaluation and analysis. |
19 | | Section 15. Members. |
20 | | (a) The following 10 persons or their designees shall be |
21 | | members of the Council: the Director of the Department; a |

1 | | representative of the Governor's Office; the Secretary of Human |
2 | | Services; the Directors of the Departments of Commerce and |
3 | | Economic Opportunity, Employment Security, Financial and |
4 | | Professional Regulation, and Healthcare and Family Services; |
5 | | and the executive director of the Illinois Board of Higher |
6 | | Education, the President of the Illinois Community College |
7 | | Board, and the State Superintendent of Education. |
8 | | (b) The Governor shall appoint 8 additional members, who |
9 | | shall be health care workforce experts, including |
10 | | representatives of practicing physicians, nurses, and |
11 | | dentists, State and local health professions organizations, |
12 | | schools of medicine and osteopathy, nursing, dental, allied |
13 | | health, and public health; public and private teaching |
14 | | hospitals; health insurers, business; and labor. The Speaker of |
15 | | the Illinois House of Representatives, the President of the |
16 | | Illinois Senate, the Minority Leader of the Illinois House of |
17 | | Representatives, and the Minority Leader of the Illinois Senate |
18 | | may each appoint 2 representatives each to the Council. Members |
19 | | appointed under this subsection (b) shall serve 4-year terms |
20 | | and may be reappointed. |
21 | | (c) The Director of the Department shall serve as Chair of |
22 | | the Council. The Governor shall appoint a health care workforce |
23 | | expert from the non-governmental sector to serve as Vice-Chair.

24 | | Section 20. Five-year comprehensive health care workforce |
25 | | plan. |

1 | | (a) Every 5 years, the Department, in cooperation with the |
2 | | Council, shall prepare a comprehensive healthcare workforce |
3 | | plan. |
4 | | (b) The comprehensive healthcare workforce plan shall |
5 | | include, but need not be limited to, the following: |
6 | | (1) 25-year projections of the demand and supply of |
7 | | health professionals to meet the needs of healthcare within |
8 | | the State. |
9 | | (2) The identification of all funding sources for which |
10 | | the State has administrative control that are available for |
11 | | health professions training. |
12 | | (3) Recommendations on how to rationalize and |
13 | | coordinate the State-supported programs for health |
14 | | professions training. |
15 | | (4) Recommendations on actions needed to meet the |
16 | | projected demand for health professionals over the 25 years |
17 | | of the plan. |
18 | | (c) Each year in which a comprehensive healthcare workforce |
19 | | plan is not due, the Department, on behalf of the Council, |
20 | | shall prepare a report by July 1 of that year to the Governor |
21 | | and the General Assembly on the progress made toward achieving |
22 | | the projected goals of the current comprehensive healthcare |
23 | | workforce plan during the previous calendar year. |
24 | | (d) The Department shall provide staffing to the Council.

25 | | Section 25. Reimbursement. The members of the Council shall |
