Creates the Single-payer Health and Universal Care System Act. Sets forth the findings of the General Assembly. Provides that in conjunction with the Department of Insurance, the Department of Healthcare and Family Services shall examine the feasibility of creating and implementing a health care access plan that accomplishes certain goals. Provides that the Department of Healthcare and Family Services shall issue a report of its findings and recommendations to the General Assembly on or before July 1, 2012.
Effective immediately.

1 | | AN ACT concerning health.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the |
5 | | Single-payer Health and Universal Care System Act.
|
6 | | Section 5. Findings. Single-payer health care demonstrated |
7 | | by Medicare and the Veterans Administration is a well-tested |
8 | | model that has been proven to contain the growth in health care |
9 | | spending while promoting quality improvements and maintaining |
10 | | comprehensive coverage. It is the intent of the General |
11 | | Assembly to establish a system of universal health coverage in |
12 | | this State that provides all residents with comprehensive |
13 | | health care benefits, guarantees a single standard care for all |
14 | | residents, stabilizes the growth in health care spending, and |
15 | | improves the quality of health care for all residents.

16 | | Section 10. Definitions. In this Act, "Department" means |
17 | | the Department of Healthcare and Family Services. |
18 | | Section 15. Health care access plan. In conjunction with |
19 | | the Department of Insurance, the Department shall examine the |
20 | | feasibility of creating and implementing a health care access |
