6 | | (5) Strategic use of tuition waivers will decrease the |

8 | | (6) A modest, individually tailored tuition waiver can |
9 | | make the difference in choosing to attend college and would |
10 | | enhance college access for low (up to 150% of the federal |
11 | | poverty level) and middle income (151% to 300% of the |
12 | | federal poverty level) families. |
13 | | (7) Even if the federally calculated financial need for |
14 | | college attendance is met, the federally determined |
15 | | Expected Family Contribution can still be a daunting |
16 | | amount. |
17 | | (8) This State is the second largest exporter of |
18 | | students in the country. |
19 | | (9) Illinois students need to be kept in this State. |
20 | | State universities in other states have adopted pricing and |
21 | | incentives that make college expenses for residents of this |
22 | | State less than in this State. |
23 | | (10) A mechanism is needed to stop the outflow of |
24 | | Illinois students to institutions in other states, |
25 | | assisting in State efforts to maintain and educate a highly |
26 | | trained workforce. |

1 | | (11) By being competitive on costs of attendance, this |
2 | | State can bring out-of-state students to this State. |
3 | | (12) The pilot program established under this Section |
4 | | will allow Eastern Illinois University to compete for |
5 | | highly qualified students who may reside in other states by |
6 | | mitigating the effect of cost differences. |
7 | | (13) Modest tuition waivers, individually targeted and |
8 | | tailored, result in enhanced revenue for university |
9 | | programs. |
10 | | (14) By increasing Eastern Illinois University's |
11 | | capacity to strategically use tuition waivers, the |
12 | | University will be capable of creating enhanced tuition |
13 | | revenue by increasing enrollment yields. |
14 | | (15) The Board of Higher Education's current |
15 | | institutional tuition waiver limitation is 3% of total |
16 | | available undergraduate tuition revenue. |
17 | | (b) The Board shall establish a pilot program to increase |
18 | | the Board of Higher Education's institutional tuition waiver |
19 | | limitation for the university over a 4-year period to increase |
20 | | access to college and make college more affordable for |
21 | | undergraduate students. Under the pilot program, the |
22 | | institutional tuition waiver limitation shall be increased at a |
23 | | rate of 3 percentage points per academic year, beginning with |
24 | | the 2011-2012 academic year, resulting in an institutional |
25 | | tuition waiver limitation of 15% in the fourth year of the |
26 | | pilot program. |

1 | | (c) The pilot program shall require that students who |
2 | | receive a tuition waiver under the pilot program be accepted to |
3 | | the university through normal admissions standards and |
4 | | processes and make satisfactory academic progress, as defined |
5 | | by the Board, to continue to receive a pilot program tuition |
6 | | waiver. Students participating in the pilot program who |
7 | | maintain satisfactory academic progress are eligible to |
8 | | continue receiving a tuition waiver after the expiration of the |
9 | | pilot program notwithstanding the Board of Higher Education's |
10 | | institution tuition waiver limitation. |
11 | | (d) The Board shall annually report to the Board of Higher |
12 | | Education on the pilot program's impact on tuition revenue, |
13 | | enrollment goals, and increasing access and affordability on |
14 | | such dates as the Board of Higher Education shall determine. |
15 | | (e) The Board of Higher Education may adopt any rules that |
16 | | are necessary to implement this Section. |
17 | | (f) This Section is repealed on July 1, 2015.

18 | | Section 99. Effective date. This Act takes effect July 1, |
19 | | 2011.".
