AMENDMENT TO SENATE BILL 1798

2    AMENDMENT NO. ______. Amend Senate Bill 1798 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Eastern Illinois University Law is amended
5by adding Section 10-92 as follows:
 
6    (110 ILCS 665/10-92 new)
7    (Section scheduled to be repealed on July 1, 2015)
8    Sec. 10-92. Tuition waiver limitation pilot program.
9    (a) The General Assembly makes all of the following
10findings:
11        (1) Both access and affordability are important points
12    in the Illinois Public Agenda for College and Career
13    Success.
14        (2) This State is in the top quartile with respect to
15    the percentage of family income needed to pay for college.
16        (3) Research suggests that as loan amounts increase,

1    versus grants-in-aid, the probability of college
2    attendance decreases.
3        (4) There is further research indicating socioeconomic
4    status may affect the willingness of students to use loans
5    to attend college.
6        (5) Strategic use of tuition waivers will decrease the
7    amount of loans that students must use to pay for tuition.
8        (6) A modest, individually tailored tuition waiver can
9    make the difference in choosing to attend college and would
10    enhance college access for low (up to 150% of the federal
11    poverty level) and middle income (151% to 300% of the
12    federal poverty level) families.
13        (7) Even if the federally calculated financial need for
14    college attendance is met, the federally determined
15    Expected Family Contribution can still be a daunting
16    amount.
17        (8) This State is the second largest exporter of
18    students in the country.
19        (9) Illinois students need to be kept in this State.
20    State universities in other states have adopted pricing and
21    incentives that make college expenses for residents of this
22    State less than in this State.
23        (10) A mechanism is needed to stop the outflow of
24    Illinois students to institutions in other states,
25    assisting in State efforts to maintain and educate a highly
26    trained workforce.

1        (11) By being competitive on costs of attendance, this
2    State can bring out-of-state students to this State.
3        (12) The pilot program established under this Section
4    will allow Eastern Illinois University to compete for
5    highly qualified students who may reside in other states by
6    mitigating the effect of cost differences.
7        (13) Modest tuition waivers, individually targeted and
8    tailored, result in enhanced revenue for university
9    programs.
10        (14) By increasing Eastern Illinois University's
11    capacity to strategically use tuition waivers, the
12    University will be capable of creating enhanced tuition
13    revenue by increasing enrollment yields.
14        (15) The Board of Higher Education's current
15    institutional tuition waiver limitation is 3% of total
16    available undergraduate tuition revenue.
17    (b) The Board shall establish a pilot program to increase
18the Board of Higher Education's institutional tuition waiver
19limitation for the university over a 4-year period to increase
20access to college and make college more affordable for
21undergraduate students. Under the pilot program, the
22institutional tuition waiver limitation shall be increased at a
23rate of 3 percentage points per academic year, beginning with
24the 2011-2012 academic year, resulting in an institutional
25tuition waiver limitation of 15% in the fourth year of the
26pilot program.

1    (c) The pilot program shall require that students who
2receive a tuition waiver under the pilot program be accepted to
3the university through normal admissions standards and
4processes and make satisfactory academic progress, as defined
5by the Board, to continue to receive a pilot program tuition
6waiver. Students participating in the pilot program who
7maintain satisfactory academic progress are eligible to
8continue receiving a tuition waiver after the expiration of the
9pilot program notwithstanding the Board of Higher Education's
10institution tuition waiver limitation.
11    (d) The Board shall annually report to the Board of Higher
12Education on the pilot program's impact on tuition revenue,
13enrollment goals, and increasing access and affordability on
14such dates as the Board of Higher Education shall determine.
15    (e) The Board of Higher Education may adopt any rules that
16are necessary to implement this Section.
17    (f) This Section is repealed on July 1, 2015.
 
18    Section 99. Effective date. This Act takes effect July 1,
192011.".
