11 | | (b) The State Board of Education is authorized to provide |
12 | | for the assignment of individuals to special education |
13 | | positions by short-term, emergency certification. Short-term, |
14 | | emergency certification shall not be renewed. |
15 | | (c) The State Board of Education is authorized to use |
16 | | peremptory rulemaking, in accordance with Section 5-50 of the |
17 | | Illinois Administrative Procedure Act, to place into the |
18 | | Illinois Administrative Code the certification policies and |
19 | | standards related to special education, as authorized under |
20 | | this Section, that the State Board has been required to |
21 | | implement pursuant to federal court orders dated February 27, |
22 | | 2001, August 15, 2001, and September 11, 2002 in the matter of |
23 | | Corey H., et al. v. Board of Education of the City of Chicago, |
24 | | et al. The State Teacher Certification Board shall |
25 | | categorically certify a special
education teacher in one or |
26 | | more of the following specialized categories of
disability if |

1 | | the special education teacher applies and qualifies for such
|
2 | | certification:
|
3 | | (1) Serious emotional disturbance.
|
4 | | (2) Learning disabilities .
|
5 | | (3) Autism.
|
6 | | (4) Mental retardation.
|
7 | | (5) Orthopedic (physical) impairment.
|
8 | | (6) Traumatic brain injury.
|
9 | | (7) Other health impairment.
|
