Amends the Illinois Vehicle Code. Provides for the issuance of Blue Star license plates to any Illinois resident whose spouse, parent, sibling, or child is serving in the United States Armed Forces. Provides that the plates shall be issued only to applicants who present appropriate documentation as determined by the Secretary. Provides that applicants shall be charged an additional $15 for original issuance and additional $2 at renewal, to be deposited into the Secretary of State Special License Plate Fund.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Illinois Vehicle Code is amended by adding |
5 | | Section 3-696 as follows: |
6 | | (625 ILCS 5/3-696 new) |
7 | | Sec. 3-696. Blue Star license plates. |
8 | | (a) The Secretary of State, upon receipt of an
application |
9 | | made in the form prescribed by the Secretary, may
issue special |
10 | | registration plates designated as Blue Star license plates to |
11 | | any Illinois resident whose spouse, parent, sibling, or child |
12 | | is serving in the United States Armed Forces. Appropriate |
13 | | documentation, as
determined by the Secretary, and the |
14 | | appropriate registration
fee shall accompany the application. |
15 | | The special plates issued pursuant to
this Section may be |
16 | | affixed only to passenger vehicles of the first
division, |
17 | | motorcycles, or motor vehicles of the second division weighing |
18 | | not more
than
8,000 pounds. Plates issued under this Section |
19 | | shall expire according to the staggered multi-year procedure |
20 | | established by Section 3-414.1 of this Code. |
21 | | (b) The design, color, and format of the plates shall be |
22 | | wholly within the discretion of the Secretary of State. The |
23 | | Secretary may, in his or her discretion, allow the plates to be |
