Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides that the right to vote by secret ballot (including designation or authorization of employee representation) is fundamental and may not be infringed. Effective upon being declared adopted.

| ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |

| CONCURRING HEREIN, that there shall be submitted to the |
6 |
| electors of the State for adoption or rejection at the general |
7 |
| election next occurring at least 6 months after the adoption of |
8 |
| this resolution a proposition to amend Article III of the |
9 |
| Illinois Constitution by changing Section 3 as follows:

| SECTION 3. ELECTIONS ; SECRECY OF BALLOT
|

| (a) All elections shall be free and equal.
|
15 |
| (b) The right of the people to vote by secret ballot is |
16 |
| fundamental. The right to vote by secret ballot in an election |
17 |
| under State or federal law for public office or on an |
18 |
| initiative or referendum, or to designate or authorize employee |
19 |
| representation, may not be infringed. |
