1 | AN ACT concerning transportation.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Illinois Vehicle Code is amended by adding | ||||||
5 | Section 15-117 as follows: | ||||||
6 | (625 ILCS 5/15-117 new) | ||||||
7 | Sec. 15-117. Global Positioning System Technology and the | ||||||
8 | Designated Truck Route System Task Force. | ||||||
9 | (a) A Global Positioning System Technology and the | ||||||
10 | Designated Truck Route System Task Force shall be appointed to | ||||||
11 | study and make recommendations for statutory change. | ||||||
12 | (b) The Task Force shall study advances in and utilization | ||||||
13 | of Global Positioning System (GPS) technology relating to | ||||||
14 | routing information for commercial vehicles. The Task Force | ||||||
15 | shall also study the implementation and compliance with the | ||||||
16 | Designated Truck Route System under Section 15-116 of this | ||||||
17 | Code. | ||||||
18 | (c) The Task Force shall be composed of the following | ||||||
19 | members, who shall serve without pay: | ||||||
20 | (1) one member of the Senate appointed by the President | ||||||
21 | of the Senate; | ||||||
22 | (2) one member of the Senate appointed by the Minority | ||||||
23 | Leader of the Senate; |

1 | (3) one member of the House of Representatives | ||||||
2 | appointed by the Speaker of the House of Representatives; | ||||||
3 | (4) one member of the House of Representatives | ||||||
4 | appointed by the Minority Leader of the House of | ||||||
5 | Representatives; | ||||||
6 | (5) the Secretary of the Illinois Department of | ||||||
7 | Transportation or his or her designee; | ||||||
8 | (6) one member representing the global positioning | ||||||
9 | system technology industry appointed by the President of | ||||||
10 | the Senate; | ||||||
11 | (7) one member representing the commercial trucking | ||||||
12 | industry appointed by the Minority Leader of the Senate; | ||||||
13 | (8) one member representing a unit of county government | ||||||
14 | appointed by the Speaker of the House of Representatives; | ||||||
15 | and | ||||||
16 | (9) one member representing a unit of municipal | ||||||
17 | government appointed by the Minority Leader of the House of | ||||||
18 | Representatives. | ||||||
19 | The members shall select a chairperson from among | ||||||
20 | themselves. | ||||||
21 | (d) The Task Force shall meet within 60 days of the | ||||||
22 | effective date of this amendatory Act of the 96th General | ||||||
23 | Assembly and meet at least 2 additional times before December | ||||||
24 | 31, 2010. Staff support services may be provided to the Task | ||||||
25 | Force by the Illinois Department of Transportation and | ||||||
26 | appropriate legislative staff. |

1 | (e) The Task Force shall submit to the Governor and General | ||||||
2 | Assembly a report of its findings and recommendations for | ||||||
3 | legislative action necessary to accomplish one or more of the | ||||||
4 | following goals: (1) improving public traffic safety, (2) | ||||||
5 | preserving roadway infrastructure, (3) addressing advances in | ||||||
6 | GPS technology relating to truck routing, and (4) producing an | ||||||
7 | accurate statewide designated truck route system through | ||||||
8 | effective enforcement of Section 15-116 of this Code. The Task | ||||||
9 | Force report must be submitted no later than January 1, 2011. | ||||||
10 | The activities of the Task Force shall conclude no later than | ||||||
11 | January 31, 2011.

12 | Section 99. Effective date. This Act takes effect upon | ||||||
13 | becoming law.
