1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Department of Commerce and Economic | ||||||
5 | Opportunity Law of the
Civil Administrative Code of Illinois is | ||||||
6 | amended by changing Section 605-970 as follows:
| ||||||
7 | (20 ILCS 605/605-970)
| ||||||
8 | Sec. 605-970. Motor Sports Promotion Council Task Force. | ||||||
9 | The
Motor Sports Promotion Council Task Force is created within | ||||||
10 | the Department
to gather information and make recommendations | ||||||
11 | to the Governor and the
General Assembly regarding the creation | ||||||
12 | of a Motor Sports Promotion Council.
The mission of the Motor | ||||||
13 | Sports Promotion Council shall be to conduct a study
and make | ||||||
14 | recommendations regarding the effects that the motor sports | ||||||
15 | racing
industry would have on the State of Illinois. The Motor | ||||||
16 | Sports Promotion
Council
would aim to enhance Illinois' | ||||||
17 | economy, image, and quality of life through the
recruitment, | ||||||
18 | development, and promotion of regional, national, and
| ||||||
19 | international
motor racing industry events. The Council would | ||||||
20 | be responsible for enhancing
the sports tourism industry | ||||||
21 | throughout the State by the process of attracting,
hosting, and | ||||||
22 | supporting regional, national, and international motor sports
| ||||||
23 | racing
events and organizations throughout the State.

1 | The Motor Sports Promotion Council Task Force shall consist | ||||||
2 | of 7 voting
members as follows: 3 members appointed by the | ||||||
3 | Governor, one of whom
shall be designated as
Chair of the Task | ||||||
4 | Force at the time of appointment; one member appointed by the
| ||||||
5 | President of the Senate; one member appointed by
the Senate | ||||||
6 | Minority Leader; one member appointed by the Speaker of the | ||||||
7 | House;
and
one member appointed by the House Minority Leader. | ||||||
8 | If a vacancy occurs in the
Motor Sports Promotion Council Task | ||||||
9 | Force membership, the vacancy shall be
filled in the same | ||||||
10 | manner as the initial appointment.
| ||||||
11 | Task Force members shall serve without compensation, but | ||||||
12 | may be
reimbursed for their personal travel expense from funds | ||||||
13 | available for that
purpose. The Department shall provide staff | ||||||
14 | and administrative support services
to the Task Force. The | ||||||
15 | Department and the Task Force may accept donated
services and | ||||||
16 | other resources from registered not-for-profit organizations | ||||||
17 | that
may
be necessary to complete the work of the Task Force | ||||||
18 | with minimal expense to
the State of Illinois.

19 | The Motor Sports Promotion Council Task Force may begin to | ||||||
20 | conduct
business upon appointment of a majority of the voting | ||||||
21 | members, including the
Chair of the Task Force. The Task Force | ||||||
22 | may adopt bylaws and may shall meet at the call of the Chair or | ||||||
23 | any 4 members at
least once each calendar quarter . The Task | ||||||
24 | Force may establish any committees
and offices it deems | ||||||
25 | necessary. For purposes of Task Force meetings, a quorum
is 4 | ||||||
26 | voting members. Meetings of the Task Force are subject to the |

1 | Open
Meetings Act. The Task Force must afford an opportunity | ||||||
2 | for public comment at
each of its meetings. The Task Force | ||||||
3 | shall submit a report to the Governor and
General Assembly no | ||||||
4 | later than February 1, 2004 concerning its finding and
| ||||||
5 | recommendations.

12 | and Employee Ownership
Act is amended by changing Section 2 as | ||||||
13 | follows:

15 | Sec. 2. Center for Business Ownership Succession and | ||||||
16 | Employee Ownership.
| ||||||
17 | (a) There may be is created within the Department of | ||||||
18 | Commerce and Community Affairs
(now Department of Commerce and | ||||||
19 | Economic Opportunity) the Center for Business Ownership | ||||||
20 | Succession and Employee Ownership.
| ||||||
21 | The purpose of the Center is to foster greater awareness of | ||||||
22 | the most
effective techniques that facilitate business | ||||||
23 | ownership succession and
employee ownership with an emphasis on |
| |||||||
| |||||||
1 | the retention and creation of job
opportunities.
| ||||||
2 | (b) The Center shall have the authority to do the | ||||||
3 | following:
| ||||||
4 | (1) Develop and disseminate materials to promote | ||||||
5 | effective business
ownership
succession and employee | ||||||
6 | ownership strategies.
| ||||||
7 | (2) Provide counseling to individual companies and | ||||||
8 | referral services to
provide professional advisors expert | ||||||
9 | in the field of business ownership
succession and employee | ||||||
10 | ownership.
| ||||||
11 | (3) Plan, organize, sponsor, or conduct conferences | ||||||
12 | and workshops on
business
ownership succession and | ||||||
13 | employee ownership issues.
| ||||||
14 | (4) Network and contract with local economic | ||||||
15 | development agencies,
business
organizations, and | ||||||
16 | professional advisors to accomplish the goals of the | ||||||
17 | Center.
| ||||||
18 | (5) Raise money from private sources to support the | ||||||
19 | work of the Center.

22 | Section 20. The Illinois Emergency Employment Development | ||||||
23 | Act is amended by changing Section 3 as follows:

1 | Sec. 3. (a) The governor may shall appoint an Illinois | ||||||
2 | Emergency Employment
Development Coordinator to administer the | ||||||
3 | provisions of this Act. The
coordinator shall be within the | ||||||
4 | Department of Commerce and Economic Opportunity, but shall be | ||||||
5 | responsible directly to the governor. The coordinator
shall | ||||||
6 | have the powers necessary to carry out the purpose of the | ||||||
7 | program.
| ||||||
8 | (b) The coordinator shall:
| ||||||
9 | (1) Coordinate the Program with other State agencies;
| ||||||
10 | (2) Coordinate administration of the program with the | ||||||
11 | general assistance program;
| ||||||
12 | (3) Set policy regarding disbursement of program | ||||||
13 | funds; and
| ||||||
14 | (4) Perform general program marketing and monitoring | ||||||
15 | functions.
| ||||||
16 | (c) The coordinator shall administer the program within the | ||||||
17 | Department
of Commerce and Economic Opportunity. The Director | ||||||
18 | of Commerce and Economic Opportunity shall provide | ||||||
19 | administrative support services to the coordinator
for the | ||||||
20 | purposes of the program.
| ||||||
21 | (d) The coordinator shall report to the Governor, the | ||||||
22 | Illinois Job
Training Coordinating Council and the General | ||||||
23 | Assembly on a
quarterly basis concerning (1) the number of | ||||||
24 | persons employed under the
program; (2) the number and type
of | ||||||
25 | employers under the program; (3) the amount of money spent in | ||||||
26 | each
service delivery area for wages for each type of |

| |||||||
1 | employment
and each type of other
expenses; (4) the number of | ||||||
2 | persons who have completed participation in the
program and | ||||||
3 | their current employment, educational or training status; and
| ||||||
4 | (5) any information requested by the General Assembly or | ||||||
5 | governor or deemed
pertinent by the coordinator. Each report | ||||||
6 | shall include cumulative
information, as well as information | ||||||
7 | for each quarter.
| ||||||
8 | (e) Rules. The Director of Commerce and Economic | ||||||
9 | Opportunity, with the
advice of the coordinator, shall adopt | ||||||
10 | rules for the administration and
enforcement of this Act.

development of | ||||||
21 | Parks College in Cahokia, Illinois.
