1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Fire Protection District Act is amended by
5 changing Section 7 as follows:
 
6     (70 ILCS 705/7)  (from Ch. 127 1/2, par. 27)
7     Sec. 7. Posting and publication of ordinances.
8     (a) All ordinances imposing any penalty or making any
9 appropriations shall, within one month after they are passed,
10 be (i) posted electronically on the fire protection district's
11 website in a manner that is accessible to the general public
12 and posted in at least one public place within the fire
13 protection district, (ii) posted electronically on the website
14 of an association of fire protection districts of which the
15 fire protection district is a member in a manner that is
16 accessible to the general public and posted in at least one
17 public place within the fire protection district, (iii) posted
18 electronically on the website of an association of fire
19 officials in a manner that is accessible to the general public
20 and posted in at least one public place within the fire
21 protection district, or (iv) published at least once in a
22 newspaper published in said district, or if no such newspaper
23 of general circulation is published therein, then either by one

1 publication in any newspaper of general circulation within said
2 territory or by posting copies of the same in ten public places
3 in the district.
4     (b) If a fire protection district posts its ordinances
5 electronically on a website pursuant to subsection (a), the
6 district must also publish the website address where the
7 ordinance can be found and the district's phone number at least
8 once in a newspaper published within the district, or if no
9 newspaper of general circulation is published within the
10 district, then either by one publication in any newspaper of
11 general circulation within the territory or by posting copies
12 of the same in 10 public places within the district.
13     (c) No ; and no such ordinance that imposes a penalty or
14 makes any appropriation shall take effect until ten days after
15 it is so published or posted, and all other ordinances and
16 resolutions shall take effect from and after their passage
17 unless otherwise provided therein.

19     Section 99. Effective date. This Act takes effect upon
20 becoming law.
