Amends the Illinois Public Aid Code. Changes the definition of the term "recipient", as used in specified provisions under the Code, to mean persons who receive aid under the Temporary Assistance For Needy Families (TANF) Program for themselves and nonrecipient parents receiving aid for their children (rather than persons who receive aid under the TANF program). Provides for additional circumstances under which a TANF recipient is exempt from participating in the Department of Human Services' education, training, and employment program. Effective immediately.

| Be it enacted by the People of the State of Illinois,

| represented in the General Assembly:

| Section 5. The Illinois Public Aid Code is amended by |
5 |
| changing Sections 9A-2 and 9A-4 as follows:
|

| Sec. 9A-2.
As used in this Article only, "recipient" means |

| only those
persons receiving aid under Article IV for |
9 |
| themselves and nonrecipient parents receiving aid under |

| Article IV for their children .

| Sec. 9A-4. Participation.
|

| (a) Except for those exempted under subsection (b) below, |
15 |
| and to the
extent resources permit, the Illinois Department as |
16 |
| a condition of
eligibility for public aid, may, as provided by |
17 |
| rule, require all
recipients to participate in an education, |
18 |
| training, and employment
program, which shall include |
19 |
| accepting suitable employment and refraining
from terminating |
20 |
| employment or reducing earnings without good cause.

| (b) Recipients shall be exempt from the requirement of
|
22 |
| participation in the education, training, and employment |
