AMENDMENT TO SENATE BILL 2487

2     AMENDMENT NO. ______. Amend Senate Bill 2487 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Grow Your Own Teacher Education Act is
5 amended by changing Sections 10 and 30 and by adding Section 13
6 as follows:
 
7     (110 ILCS 48/10)
8     Sec. 10. Definitions. In this Act:
9     "Accredited teacher preparation program" means a
10 regionally accredited, Illinois approved teacher education
11 program authorized to prepare individuals to fulfill all of the
12 requirements to receive an Illinois initial teaching
13 certificate.
14     "Cohort" means a group of teacher education candidates who
15 are enrolled in and share experiences in the same program and
16 are linked by their desire to become Illinois teachers in

1 hard-to-staff schools and by their need for the services and
2 supports offered by the Initiative.
3     "Community organization" means a nonprofit organization
4 that has a demonstrated capacity to train, develop, and
5 organize parents and community leaders into a constituency that
6 will hold the school and the school district accountable for
7 achieving high academic standards; in addition to
8 organizations with a geographic focus, "community
9 organization" includes general parent organizations,
10 organizations of special education or bilingual education
11 parents, and school employee unions.
12     "Developmental classes" means classes in basic skill
13 areas, such as mathematics and language arts that are
14 prerequisite to, but not counted towards, degree requirements
15 of a teacher preparation program.
16     "Eligible school" means a public elementary, middle, or
17 secondary school in this State that serves a substantial
18 percentage of low-income students and that is either hard to
19 staff or has hard-to-staff teaching positions.
20     "Hard-to-staff school" means a public elementary, middle,
21 or secondary school in this State that, based on data compiled
22 by the State Board of Education in conjunction with the Board
23 of Higher Education, serves a substantial percentage of
24 low-income students, as defined by the State Board.
25     "Hard-to-staff teaching position" means a teaching
26 category (such as special education, bilingual education,

1 mathematics, or science) in which statewide data compiled by
2 the State Board of Education in conjunction with the Board of
3 Higher Education indicates a multi-year pattern of substantial
4 teacher shortage or that has been identified as a critical need
5 by the local school board.
6     "Initiative" means the Grow Your Own Teacher Education
7 Initiative created under this Act.
8     "Paraeducator" means an individual with a history of
9 demonstrated accomplishments in school staff positions (such
10 as teacher assistants, school-community liaisons, school
11 clerks, and security aides) in schools that meet the definition
12 of a hard-to-staff school under this Section.
13     "Parent and community leader" means an individual who has
14 or had a child enrolled in a school or schools that meet the
15 definition of a hard-to-staff school under this Section and who
16 has a history of active involvement in the school or who has a
17 history of working to improve schools serving a substantial
18 percentage of low-income students, including membership in a
19 community organization.
20     "Program" means a Grow Your Own Teacher preparation program
21 established by a consortium under this Act.
22     "Schools serving a substantial percentage of low-income
23 students" means schools that maintain any of grades
24 pre-kindergarten through 8, in which at least 35% of the
25 students are eligible to receive free or reduced-price lunches
26 and schools that maintain any of grades 9 through 12, in which

1 at least 25% of the students are eligible to receive free or
2 reduced price lunches.
3     "State Board" means the State Board of Higher Education.

6     Sec. 13. Transfer of powers and duties to the Board of
7 Higher Education. On July 1, 2010, all powers and duties of
8 the State Board of Education under this Act shall be
9 transferred to the Board of Higher Education. All rules,
10 standards, guidelines, and procedures adopted by the State
11 Board of Education under this Act shall continue in effect as
12 the rules, standards, guidelines, and procedures of the Board
13 of Higher Education, until they are modified or abolished by
14 the Board of Higher Education.

16     Sec. 30. Implementation of Initiative. The State Board
17 shall develop guidelines and application procedures for the
18 Initiative in fiscal year 2011 2005. The State Board may, if it
19 chooses, award a small number of planning grants during any
20 fiscal year to potential consortia. Other than existing
21 cohorts, the first programs under the Initiative shall be
22 awarded grants in such a way as to allow candidates to begin
23 their work at the beginning of the 2006-2007 school year.

1     Section 99. Effective date. This Act takes effect July 1,
2 2010.".
