SYNOPSIS AS INTRODUCED:
 		













105 ILCS 5/3-13.5 new










    Amends the School Code.  Establishes a Streamlining Illinois' Educational Delivery Systems Task Force.  Requires the Task Force to explore and examine all duties of the State Board of Education and regional offices of education in order to determine which duties and responsibilities a regional office of education could more appropriately and efficiently deliver to school districts.  Requires the Task Force to also make recommendations as to the amount of funding that the regional offices of education would need in order to successfully incorporate their new duties into their current office responsibilities. Provides that the Task Force shall submit a final report of its findings and recommendations to the Governor and the General Assembly on or before January 15, 2010.  Abolishes the Task Force and repeals these provisions on January 16, 2010.  Effective immediately.

    AN ACT concerning education.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The School Code is amended  by adding Section 
5
3-13.5 as follows:

    (105 ILCS 5/3-13.5  new)
7
    (Section scheduled to be repealed on January 16, 2010)
8
    Sec. 3-13.5. Streamlining Illinois' Educational Delivery 
9
Systems Task Force.
10
    (a)  There is hereby established a Streamlining Illinois' 
11
Educational Delivery Systems Task Force.  The Task Force shall 
12
explore and examine all duties of the State Board of Education 
13
and regional offices of education in order to determine which 
14
duties and responsibilities a regional office of education 
15
could more appropriately and efficiently deliver to school 
16
districts.  The Task Force shall also make recommendations as to 
17
the amount of funding that the regional offices of education 
18
would need in order to successfully incorporate their new 
19
duties into their current office responsibilities.
20
    (b)  The Task Force shall consist of all of the following 
21
voting members:
22
        (1)  One person appointed by the Governor, who shall 
23
    serve as chairperson of the Task Force.

        (2)  One member appointed by the President of the 
2
    Senate.

        (3)  One member appointed by the Minority Leader of the 
4
    Senate.

        (4)  One member appointed by the Speaker of the House of 
6
    Representatives.

        (5)  One member appointed by the Minority Leader of the 
8
    House of Representatives.
9
        (6)  One member appointed by an association 
10
    representing regional superintendents of schools.
11
        (7)  One member appointed by an association 
12
    representing school boards.
13
        (8)  One member appointed by an association 
14
    representing school administrators.
15
        (9)  One member appointed by an association 
16
    representing school business officials.
17
        (10)  One member appointed by the Chairperson of the 
18
    State Board of Education.

    Members appointed by the legislative leaders shall be 
20
appointed for the duration of the Task Force; in the event of a 
21
vacancy, the appointment to fill the vacancy shall be made by 
22
the legislative leader of the same house and party as the 
23
leader who made the original appointment.
24
    (c)  The Task Force may begin to conduct business upon the 
25
appointment of a majority of the voting members.

    (d)  The State Board of Education shall be the agency

responsible for providing staff and administrative support to 
2
the Task Force.

    (e)  Members of the Task Force shall receive no compensation 
4
for their participation, but may be reimbursed by the State 
5
Board of Education for expenses in connection with their 
6
participation, including travel, if funds are available.

    (f)  The Task Force shall submit a final report of its 
8
findings and recommendations to the Governor and the General 
9
Assembly on or before January 15, 2010.  The Task Force may 
10
submit other reports as it deems appropriate.
11
    (g)  The Task Force is abolished on January 16, 2010, and 
12
this Section is repealed on January 16, 2010.

    Section 99. Effective date. This Act takes effect upon 
14
becoming law.
