    Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Provides that the Regional Transportation Authority must implement a single fare card system to allow senior citizens aged 65 and older who reside within the metropolitan region to use all transit services provided by the Chicago Transit Authority, the Suburban Bus Division, and the Commuter Rail Division free of charge. Sets forth certain criteria for the fare cards. Provides that it is a Class A misdemeanor for an applicant to provide false information on an application for a senior citizen fare card. Provides that the Chicago Transit Authority, the Suburban Bus Division, and the Commuter Rail Division must provide transit services free of charge to active duty military personnel who are in uniform. Effective immediately.

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Metropolitan Transit Authority Act is
5 amended by adding Sections 53 and 54 as follows:
 
6     (70 ILCS 3605/53 new)
7     Sec. 53. Senior citizen fare cards. Notwithstanding any
8 provision of law to the contrary, within 60 days after the
9 effective date of this amendatory Act of the 96th General
10 Assembly, the Chicago Transit Authority must implement a fare
11 card system, pursuant to rules adopted by the Regional
12 Transportation Authority under Section 5.06 of the Regional
13 Transportation Authority Act, to allow senior citizens aged 65
14 and older who reside within the metropolitan region to use all
15 transit services provided by the Chicago Transit Authority free
16 of charge.

18     Sec. 54. Active duty military personnel. Notwithstanding
19 any provision of law to the contrary, within 60 days after the
20 effective date of this amendatory Act of the 96th General
21 Assembly, all transit services provided by the Chicago Transit

3 amended by adding Sections 3A.17, 3A.18, 3B.16, 3B.17, and 5.06
4 as follows:

12 allow senior citizens aged 65 and older who reside within the

14 Suburban Bus Board free of charge.

2 provision of law to the contrary, within 60 days after the
3 effective date of this amendatory Act of the 96th General
4 Assembly, the Commuter Rail Board must implement a fare card
5 system, pursuant to rules adopted by the Regional
6 Transportation Authority under Section 5.06 of this Act, to
7 allow senior citizens aged 65 and older who reside within the
8 metropolitan region to use all transit services provided by the
9 Commuter Rail Board free of charge.
 
10     (70 ILCS 3615/3B.17 new)
11     Sec. 3B.17. Active duty military personnel.
12 Notwithstanding any provision of law to the contrary, within 60
13 days after the effective date of this amendatory Act of the
14 96th General Assembly, all transit services provided by the
15 Commuter Rail Board must be provided free of charge to active
16 duty military personnel who are in uniform.
 
17     (70 ILCS 3615/5.06 new)
18     Sec. 5.06. Senior citizen fare cards. Within 60 days after
19 the effective date of this amendatory Act of the 96th General
20 Assembly, the Authority must implement a single fare card
21 system to allow senior citizens aged 65 and older who reside
22 within the metropolitan region to use all transit services
23 provided by the Chicago Transit Authority, the Suburban Bus
24 Division, and the Commuter Rail Division free of charge. The

1 Authority must promulgate rules to implement the fare card
2 system, which shall include, at a minimum, the following:
3         (1) each applicant shall be required to submit an
4     application only once and shall not be required to reapply;
5         (2) applicants must be legal residents of Illinois; and
6         (3) applicants must certify that their income is equal
7     to or less than 400% of the federal poverty line, as
8     determined by the federal Office of Management and Budget.
9     Any applicant who knowingly provides false information on
10 an application for a senior citizen fare card commits a Class A
11 misdemeanor.
 
12     Section 99. Effective date. This Act takes effect upon
13 becoming law.
