AMENDMENT TO SENATE BILL 1602

2     AMENDMENT NO. ______. Amend Senate Bill 1602 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The State Officials and Employees Ethics Act is
5 amended by changing Section 5-10 as follows:
 
6     (5 ILCS 430/5-10)
7     Sec. 5-10. Ethics training. Each officer, member, and
8 employee must complete, at least annually beginning in 2004, an
9 ethics training program conducted by the appropriate State
10 agency. Each ultimate jurisdictional authority must implement
11 an ethics training program for its officers, members, and
12 employees that is designed, at a minimum, to ensure
13 comprehension of the substance of this Act. These ethics
14 training programs shall be overseen by the appropriate Ethics
15 Commission and Inspector General appointed pursuant to this Act
16 in consultation with the Office of the Attorney General. The

1 ethics training program must enable a person, upon completion,
2 to certify in writing that the person has completed the
3 training program, that the person understands that he or she is
4 subject to the ethics laws and rules of this State, and that
5 the person will not violate those ethics laws and rules. Each
6 person required to complete an ethics training program must
7 provide to his or her ethics officer a signed copy of that
8 certification by the deadline for completion of the ethics
9 training program.
10     Each Inspector General shall set standards and determine
11 the hours and frequency of training necessary for each position
12 or category of positions. A person who fills a vacancy in an
13 elective or appointed position that requires training and a
14 person employed in a position that requires training must
15 complete his or her initial ethics training within one month 6
16 months after commencement of his or her office or employment.

18     Section 99. Effective date. This Act takes effect upon
19 becoming law.".
