| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:

| Section 5. The Criminal Code of 1961 is amended by changing |

| Section 1-3 as follows:
|

| Sec. 1-3. Applicability of common law. No conduct |

| constitutes an offense unless it is described as an offense
