| AN ACT concerning regulation.

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|

| Section 5. The Public Utilities Act is amended by changing |
| 5 |
| Section 5-105 as follows:
|

| Sec. 5-105.
The
The Commission may provide for the |

| examination and audit of all
accounts, and all items shall be |

| allocated to the accounts in the manner
prescribed by the |

| Commission. The officers and employees of the Commission
shall |

| have authority under the direction of the Commission to inspect |
| 12 |
| and
examine any and all books, accounts, papers, records and |
| 13 |
| memoranda kept by
such public utilities. |
