SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-645 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to implement the Colorectal Cancer Screening and Treatment Pilot Program in areas of the State that have the highest incidences of mortality related to colon cancer. Provides that the Program sites must be located in and operated through Federally Qualified Health Centers. Provides that the Program shall provide funding for colorectal cancer examinations and laboratory tests and shall provide colorectal cancer screening and treatment services for specified groups. Provides that these provisions are repealed 3 years after the effective date of the amendatory Act.

1     AN ACT concerning public health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-645 as follows:
 
7     (20 ILCS 2310/2310-645 new)
8     Sec. 2310-645. Colorectal Cancer Screening and Treatment
9 Pilot Program.
10     (a) The General Assembly finds that colorectal cancer is
11 the third most commonly diagnosed cancer among Illinoisans, and
12 nearly 3,000 deaths from colorectal cancer are expected to
13 occur in Illinois in a given year. Screening is necessary in
14 order to detect colorectal cancer in its early stages.
15 Screening reduces mortality both by decreasing the incidence
16 and by detecting a higher proportion of cancers at early, more
17 treatable stages.
18     (b) The Department of Public Health shall establish and
19 implement the Colorectal Cancer Screening and Treatment Pilot
20 Program in areas of the State that have the highest incidences
21 of mortality related to colon cancer. The Program sites must be
22 located in and operated through Federally Qualified Health
23 Centers (FQHC). The Program shall run no less than 3 years from

1 the effective date of this amendatory Act of the 96th General
2 Assembly, and an evaluation of the Program must be carried out
3 measuring health outcomes and the cost of care for those served
4 by the Program compared to similarly situated patients who are
5 not served by the Program.
6     The Program shall provide funding for colorectal cancer
7 examinations and laboratory tests specified in current
8 American Cancer Society (ACS) guidelines for colorectal cancer
9 screening of asymptomatic individuals. Screening and treatment
10 shall be provided for colorectal screening examinations and
11 tests that are administered at a frequency identified in the
12 current ACS guidelines for colorectal cancer.
13     (c) The Colorectal Cancer Screening and Treatment Pilot
14 Program shall provide colorectal cancer screening and
15 treatment services for individuals who:
16         (1) are at least 50 years of age or are less than 50
17     years of age and at high risk of colorectal cancer; and
18         (2) do not have creditable coverage, as defined under
19     the Illinois Health Insurance Portability and
20     Accountability Act, or have otherwise exhausted any
21     insurance benefits they may have had.
22     (d) In addition to providing clinical services, the
23 Colorectal Cancer Screening and Treatment Pilot Program shall
24 develop and disseminate public information about the
25 importance of screening, engage in outreach efforts to serve as
26 many eligible individuals as possible, and monitor and evaluate

1 all of the sites where the Program is located.
2     (e) This Section is repealed 3 years after the effective
3 date of this amendatory Act of the 96th General Assembly.
