AN ACT making appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
ARTICLE 1
Section 10. All of the appropriations in this Article are for State Fiscal Year 2009 and are in addition to any other appropriations in State Fiscal Year 2009 for these purposes.
Section 20. The following named amounts, or so much thereof as may be necessary, respectively, are appropriated to the Department of Healthcare and Family Services for medical assistance:
FOR MEDICAL ASSISTANCE UNDER THE ILLINOIS PUBLIC AID CODE,
THE CHILDREN'S HEALTH INSURANCE PROGRAM ACT, AND
THE COVERING ALL KIDS HEALTH INSURANCE ACT

For federally defined Institutions for

The following named amounts, or so much thereof as may be necessary, respectively, are appropriated to the Department of Healthcare and Family Services for Medical Assistance under the Illinois Public Aid Code, the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act for Prescribed Drugs, including costs associated with the implementation and operation of the Illinois Cares Rx Program, and costs related to the operation of the Health Benefits for Workers with Disabilities Program:

Section 30. The following named amounts, or so much thereof as may be necessary, respectively, are appropriated for the ordinary and contingent expenses of the Department on Aging:

Section 40. The following named amount, or so much thereof as may be necessary, respectively, is appropriated to the Department of Human Services for the following purposes:
Payable from the General Revenue Fund:
For Intermediate Care Facilities for the
Mentally Retarded and Alternative
Community Programs including prior
year costs................................... 20,000,000
Section 50. The amount of $6,621,100, or so much thereof as may be necessary, respectively, is appropriated from the General Revenue Fund to the Department of Human Services for the sole purpose of restoring funding to personal services and related lines to prevent the staff reductions.
Section 60. The amount of $10,380,500, or so much thereof as may be necessary, respectively, is appropriated from the General Revenue Fund to the Department of Children and Family Services for the sole purpose of restoring funding to personal services and related lines to prevent the staff reductions.
Section 70. The amount of $1,353,500, or so much thereof as may be necessary, respectively, is appropriated from the General Revenue Fund to the Historic Preservation Agency for the sole purpose of restoring funding to personal services and related lines to prevent staff reductions and the closure of historic sites.
Section 80. The amount of $5,536,500, or so much thereof as may be necessary, respectively, is appropriated from the General Revenue Fund to the Illinois Department of Natural Resources for the sole purpose of restoring funding to personal services and related lines to prevent staff reductions and the closure of state parks.

Section 99. Effective date. This Act takes effect upon becoming law.
