| 1 | AN ACT concerning State government.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Illinois Global Partnership Act is amended | ||||||
| 5 | by adding Sections 65 and 70 as follows: | ||||||
| 6 | (20 ILCS 3948/65 new) | ||||||
| 7 | Sec. 65. Conflicts of interests. | ||||||
| 8 | (a) None of the following shall have or acquire a grant | ||||||
| 9 | from IGP, a contract for
goods or services with IGP, or a | ||||||
| 10 | direct interest in an IGP grant or IGP contract for goods or | ||||||
| 11 | services: (i) a member of the IGP board of directors; (ii) the | ||||||
| 12 | IGP executive director; (iii) an IGP employee; or (iv) the | ||||||
| 13 | spouse of or immediate family residing with a person described | ||||||
| 14 | in item (i), (ii), or (iii). | ||||||
| 15 | For the purposes of this subsection, a "direct interest" is | ||||||
| 16 | the right or potential right to receive (1) more than 5% of the | ||||||
| 17 | distributive income or ownership share of an IGP grantee or | ||||||
| 18 | contractor or (2) in combination with a person described in | ||||||
| 19 | items (i) through (iv) of this subsection, more than 7% of the | ||||||
| 20 | distributive income or ownership share of an IGP grantee or | ||||||
| 21 | contractor. | ||||||
| 22 | (b) None of the following shall solicit or accept a gift | ||||||
| 23 | from a person or entity that has an IGP grant or that has a | ||||||
| |||||||
| |||||||
| 1 | contract for goods or services with IGP: (i) a member of the | ||||||
| 2 | IGP board of directors; (ii) the IGP executive director; (iii) | ||||||
| 3 | an IGP employee; or (iv) the spouse of or immediate family | ||||||
| 4 | residing with a person described in item (i), (ii), or (iii). | ||||||
| 5 | For the purposes of this subsection, "gift" has the same | ||||||
| 6 | meaning as in Section 1-5 of the State Officials and Employees | ||||||
| 7 | Ethics Act. | ||||||
| 8 | (c) Expenses related to travel in connection with IGP | ||||||
| 9 | business by any of the following may not be paid or reimbursed | ||||||
| 10 | by a person or entity that has an IGP grant or that has a | ||||||
| 11 | contract for goods or services with IGP: (i) a member of the | ||||||
| 12 | IGP board of directors; (ii) the IGP executive director; (iii) | ||||||
| 13 | an IGP employee; or (iv) the spouse of or immediate family | ||||||
| 14 | residing with a person described in item (i), (ii), or (iii). | ||||||
| 15 | (20 ILCS 3948/70 new) | ||||||
| 16 | Sec. 70. Mission statement; strategic plan. Every 2 years, | ||||||
| 17 | IGP shall develop a plan that states its mission and goals for | ||||||
| 18 | the next 2 years and its strategy for their accomplishment. IGP | ||||||
| 19 | shall revise and update the plan as necessary. | ||||||
| 20 | Beginning April 1, 2009, and annually thereafter, IGP shall | ||||||
| 21 | file a copy of its current 2-year plan with the Governor and | ||||||
| 22 | General Assembly, together with a report of IGP's progress in | ||||||
| 23 | carrying out its plan.
