Proposes to amend the Suffrage and Elections Article of the Illinois
Constitution concerning voter disqualification. Provides that a person civilly
committed as a sexually dangerous person or as a sexually violent person shall
lose the right to vote, which shall be restored not later than upon completion
of his civil commitment. Effective upon being declared adopted in accordance
with Section 7 of the Illinois Constitutional Amendment Act.

| CONCURRING HEREIN, that there shall be submitted to the |

| electors of the State for adoption or rejection at the general |
7 |
| election next occurring at least 6 months after the adoption of |
8 |
| this resolution a proposition to amend Section 2 of Article III |
9 |
| of the Illinois Constitution as follows:

| SECTION 2. VOTING DISQUALIFICATIONS
|
14 |
| A person convicted of a felony, or otherwise under sentence |
15 |
| in a
correctional institution or jail, or civilly committed as |
16 |
| a sexually
dangerous person or as a sexually violent person,
|
17 |
| shall lose the right to
vote, which
right shall be restored not |
18 |
| later than upon completion of his sentence or
civil commitment .

| This Constitutional Amendment takes effect upon being |

| declared
adopted in accordance with Section 7 of the Illinois

| Constitutional Amendment Act.
