| HOUSE RESOLUTION
|

| WHEREAS, Robert A. Uhe, a gifted attorney whose |
3 |
| contribution to the Illinois House of Representatives will be |
4 |
| greatly missed by the members of this body, has made the |
5 |
| decision to resign his position as Chief Legal Counsel to the |
6 |
| Speaker and Parliamentarian of the Illinois House of |
7 |
| Representatives; and
|
8 |
| WHEREAS, Mr. Uhe is a 1990 graduate of the University of |
9 |
| Illinois at Urbana-Champaign and a 1993 graduate of the Loyola |
10 |
| University of Chicago School of Law; and
|
11 |
| WHEREAS, Mr. Uhe joined the legal staff of the Office of |
12 |
| the Speaker of the Illinois House of Representatives in 1998, |
13 |
| and was quickly promoted to Chief Legal Counsel for Speaker |
14 |
| Michael J. Madigan; and
|
15 |
| WHEREAS, As Parliamentarian of the Illinois House of |
16 |
| Representatives, he ruled on countless parliamentary procedure |
17 |
| inquiries and drafted the rules of parliamentary procedure for |
18 |
| five General Assemblies; and
|
19 |
| WHEREAS, As the ethics officer for the House Democratic |
20 |
| Caucus, he developed ethics rules that have guided and assisted |
21 |
| members and employees; and
|
22 |
| WHEREAS, He has mentored dozens of lawyers serving on the |
23 |
| Technical Review staff and earned their respect and affection |
24 |
| as a brilliant and dedicated lawyer; and |
25 |
| WHEREAS, Mr. Uhe has substantially contributed to the |
26 |
| development of legislation on such important issues as |
27 |
| redistricting, ethics reform, electric utility regulation, |
28 |
| telecommunications regulation, and medical malpractice |
29 |
| insurance reform; and |
